Officials come to their homes, people are less burdened
One morning in early January, Mr. Le Van Tam's small house (born in 1933, in area 23) became bustling when leaders and officials of the Soc Trang Ward Public Administration Service Center (Center), Can Tho City came to the place to support the certification of the power of attorney to receive social protection money. In his 90s, poor health, traveling for Mr. Tam is almost impossible. With those difficulties, his relatives registered for support according to the signature authentication model at home. Procedures took place quickly and in the correct order.
I am old, walking is very difficult. Being allowed by officials to come to my house to make papers, I am very happy and reassured," Mr. Tam emotionally shared.

Mr. Tran Ly Thong (born in 1968, Xa Lan area) is also one of the people supported under this model. After more than a year of stroke, Mr. Thong's health declined, his legs were weak, and he had many difficulties walking. Mr. Thong's child went to work far away, and his wife did not know how to drive a motorbike, so going to the administrative agency himself was almost impossible.
My legs are weak, going a short distance, I have to sit and rest for 15-20 minutes to dare to continue. Being allowed by ward officials to come down to my house to make papers, I find it very convenient. No need to go anywhere, less hard, I am very grateful," Mr. Thong said.

Similarly, Mr. Phan Hong Quang (born in 1941, area 23) is old and in poor health, while his house is about 5km from the Center. He and his wife both made power of attorney for their children to receive social protection money. "Being processed by officials at home, everything is neat, very convenient for the elderly," Mr. Quang expressed.
Don't leave anyone behind
According to Ms. Lam Thi My Nhien, Deputy Director of the Soc Trang Ward Public Administrative Service Center (Can Tho City), the home signature authentication model is being implemented to create the most favorable conditions for vulnerable groups.
Based on the reality that many elderly people, people with disabilities, people with underlying diseases or households far from the center have difficulty traveling, the Center has advised the Ward People's Committee to issue a plan to implement the signature authentication model at home. Thereby coordinating with specialized departments and the People's Committee of the area to go to their homes to support people, not leaving anyone behind in accessing administrative services," Ms. Nhien said.
Ms. Nhien informed that, according to statistics, since the model was implemented (from January 1st to 7th, 2025), the Center has received and resolved about 13 cases of signature authentication at home, mainly power of attorney for receiving social protection money and some other necessary civil papers.
We aim for a serviced administration, close to the people, close to the people, bringing administrative services to people's homes. Thereby helping people reduce travel time and costs, and at the same time consolidate people's trust in the local government," Ms. Nhien emphasized.

Ms. Nhien said that the model is applied to vulnerable people or people facing difficulties in travel such as elderly people, lonely people; certified disabled people; seriously ill patients, being treated; poor and near-poor households far from the ward People's Committee headquarters, lacking means of transportation.
The support period is from Monday to Saturday according to the needs of the people; cases outside office hours must register in advance to arrange the schedule. The certification is carried out at people's houses, residences or other suitable locations in Soc Trang ward, ensuring compliance with regulations. The results are returned at the Public Administrative Service Center or through public postal services.
Since organizing the local government at 2 levels, Soc Trang Ward People's Committee (Can Tho City) has implemented many administrative procedure reform models, such as: Saturday for the people, Online birth registration for children at Soc Trang Obstetrics and Pediatrics Hospital, building the Zalo OA channel to provide information on administrative procedure steps for people.
