As of March 31, 2025, the Chu Se District Social Policy Bank has implemented 14 credit programs, with total outstanding loans reaching nearly 500 billion VND, 174 times higher than when it was first established (2003), an average increase of 9.04% per year with more than 10,000 outstanding customers, an average outstanding loan of nearly 45 million VND/household.
After 22 years of implementing Decree No. 78/2002/ND-CP of the Government, especially when implementing Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit, policy capital has been invested in the right subjects, achieved effectively, helping local people develop production, gradually rising out of poverty sustainably. In the period of 2014 - 2024, loans have helped 9,820 poor households borrow capital to overcome poverty, creating jobs for 2,904 workers, helping 2,261 HSSV in difficult circumstances borrow capital to study, helping 37 policy beneficiaries to go abroad to work, building 15,597 clean water projects and rural environmental sanitation, helping 78 poor households receive loans to build and repair houses, contributing to the implementation of the national target program on poverty reduction, new rural construction and socio-economic development in ethnic minority areas, remote areas.

Chairman of the District People's Committee and Head of the Board of Directors of Chu Se Social Policy Bank Rmah HBe Net said: The Social Policy Bank has focused on prioritizing investment capital for poor households and disadvantaged ethnic minority households to develop production and improve life, contributing to making Chu Se a dynamic economic region in the South of the province. In particular, the poverty reduction results in the period 2016 - 2020 decreased from 20.76% to 3.03%, the whole district has 12/14 communes reaching the new rural destination.
According to the Director of the People's Credit Fund of Nguyen Dinh Ly district, local Party committees and authorities always identify sustainable poverty reduction as an important task, both basic and long-term, thereby creating conditions for the People's Credit Fund to focus on mobilizing financial resources for one unit, focusing on exploiting budget capital in the area of operation. After more than 10 years of implementing Directive No. 40-CT/TW, Chu Se district has prioritized transferring nearly 15 billion VND of budget capital entrusted to the VBSP.
In parallel with the implementation of focusing on mobilizing capital sources, the Chu Se District Social Policy Bank has urgently built and implemented an organizational model as well as a specific, effective credit management method, in accordance with local implementation conditions. That is a network with a large coverage of the entire mountainous area, with nearly 15 Transaction Points in the commune and 261 Savings and Loan Groups, facilitating the transfer of preferential capital to the correct addresses and beneficiaries in a timely, safe and economical manner.

Along with that, the unit also focuses on implementing the method of managing policy credit capital through socio-political organizations entrusted with some work contents in the lending process from the VBSP. This lending method has mobilized the combined strength of the entire political-social system to create a safe, effective and reliable capital flow channel, managing policy credit capital for the people, contributing to reducing social costs. Thereby, socio-political organizations are increasingly promoting their strengths and abilities in gathering forces and strengthening the activities of associations and unions. Currently, socio-political organizations participate in managing 11,376 households that borrowed capital, with an amount of VND456 billion, accounting for 99.82% of total outstanding credit.
Once a poor household in Ayun commune, Mr. Dinh Huin's family in A Chong village used policy capital to raise 3 breeding cows, and now his family's herd has developed to 7 cows. "My family has received loans from the State to develop livestock farming. In addition, the family also has 1ha of noodles and rice. Thanks to instructions on care planting techniques, the crop grew well. My family will try to escape poverty this year, said Mr. Huin.
To maintain and continue promoting the achieved achievements, the Chu Se District Social Policy Bank has proactively focused on mobilizing all resources, actively and promptly conveying capital to the right addresses and beneficiaries, striving to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period.
