Regulations on the selection of security personnel at the facility

Article 15 of the Law on the Force Participating in security protection and order at the grassroots level (effective from July 1, 2024) stipulates the selection of members of the security and order protection team as follows:

1. Based on the requirements for ensuring security and order at the grassroots level, the commune-level police are responsible for advising the People's Committee of the same level to develop plans and organize the selection of members of the security and order protection team to ensure standards, conditions, and compliance with the provisions of Clause 4, Article 14 of this Law.

2. The selection of members of the security and order protection team must be open, democratic, and in accordance with the law.

3. Priority is given to selecting citizens who have served in the People's Police, People's Army, part-time commune police who have completed their duties, citizens knowledgeable about customs and traditions, reputable in the community, or those who have participated in the force protecting security and order at the grassroots level.

4. The Minister of Public Security stipulates the dossiers, procedures, and processes for selecting members of the security and order protection team.

Clause 1, Article 3 of Circular 14/2024/TT-BCA of the Minister of Public Security detailing some provisions of the law on the force participating in protecting security and order at the grassroots level stipulates that the selection dossier includes: Application to join the force participating in protecting security and order at the grassroots level (Form No. 01 Appendix attached to this Circular); personal resume declaration; certification from a medical examination and treatment facility established and operating in accordance with the law on sufficient health; graduation certificate or completion of secondary education program or higher, or completion of primary education program as stipulated in Clause 3, Article 13 of the Law on the Force Participating in Protecting Security and Order at the Grassroots Level.

Thus, the regulations on selecting participants for security protection and order at the grassroots level are as stated above.
