The Lao Dong Newspaper Legal Consulting Office replied:

Retail electricity price is the common name of the people for the term retail electricity price.

Clause 1, Article 50 of the Electricity Law 2024 (effective from February 1, 2025) stipulates retail electricity prices as follows:

a) Retail electricity prices are built by electricity retail units based on electricity price policies, price frameworks of average retail electricity prices, mechanisms for adjusting average retail electricity prices and retail electricity price structure;

b) Retail electricity prices are regulated in detail for each group of electricity customers in accordance with the socio-economic situation of each period and the level of the competitive electricity market, including: production, business, administrative and daily life.

Retail electricity prices based on the time of electricity use per day are applied to eligible electricity customers, including peak, low and normal retail electricity prices. For customers using electricity for living purposes, applying the retail price of electricity for living on a scale to increase for customers who are not eligible to participate or do not participate in buying and selling electricity in the competitive electricity market.

Thus, from February 2025, retail electricity prices are regulated as above.
