What powers does the head of the residential group have?

Clause 2, Article 10 of the Consolidated Document of Circular 08/VBHN-BNV dated October 27, 2022 of the Ministry of Home Affairs guiding the organization and operation of villages and residential groups, stipulates the powers of the Head of the residential group as follows:

a) Signing contracts for construction works with investment funds contributed by people in the village or residential group, approved by the village or residential group conference and ensuring relevant regulations of authorities at all levels;

b) Assigned tasks to handle work for Deputy Village Heads and Deputy Heads of Residential Groups; invited to meetings by commune-level authorities and provided with information and documents related to the management and operations of villages and residential groups; trained in the organization and operations of villages and residential groups.

Thus, the Head of the residential group has the rights as prescribed above.
