Book copyright infringement does not spare anyone
On social networks, a Facebook account named "Ha Dan Book" sells the proceedings of a scientific conference on art market development in Vietnam organized by the Vietnam National Institute of Culture and Arts.
Contacting Associate Professor, Dr. Nguyen Thi Thu Phuong - Director of the Vietnam National Institute of Culture and Arts (VAST), she was completely surprised and said that she had never received any notification from the owner of the "Ha Dan Book" account. about this.
“This is an internal document for a scientific conference, we have no intention of publishing and releasing it to the public. We also clearly state this information on the document cover. I don't understand how this person got the documents and sold them publicly. This is an act of copyright infringement of our scientific research work" - Associate Professor, Dr. Nguyen Thi Thu Phuong said.
Posing as a book buyer, the reporter texted the owner of the "Ha Dan Book" account to ask about the origin, copyright, profit sharing for the book author... then this account immediately blocked contact. .
Not only does this account sell documents from the Vietnam National Institute of Culture and Arts, this account also publicly advertises many books and documents from many other publishing and scientific research units. Most of them are photocopied books and fake books. Looking at it with the naked eye, it is clear that the printing quality is very poor.
The situation of book copyright infringement is still complicated in our country, despite the efforts of State management agencies and copyright owners. Not only popular and popular book lines such as literature books, entertainment books, self-help books, textbooks... but also some book lines that are picky about readers such as research and technology books. Scientific papers are also faked and publicly sold on social networking platforms.
Walking through the photo booths at the gates of schools in Hanoi, many places openly sell learning materials, textbooks, and textbooks. This type of copyright infringement has not yet been given proper attention and treatment.
The downside of technology
The strong development of technology makes book copyright infringement increasingly sophisticated, complex, and difficult to handle.
Mr. Nguyen Nguyen - Director of the Department of Publishing, Printing and Distribution (Ministry of Information and Communications) acknowledged that the rapid development of the internet and the remarkable progress of technology have created conditions for authors. , rights owners and publishing units disseminate and archive works more quickly and widely.
In that context, when the State management capacity, the administrative capacity of businesses, publishers and the copyright protection awareness of users are still limited, the situation of copyright infringement in publishing activities is limited. becoming increasingly serious.
In 2022, authorities discovered and punished a counterfeit book making unit in Thach That (Hanoi), confiscating nearly 100 tons of books, 400,000 pirated copies and printing equipment. In 2023, in Thai Binh, authorities also discovered and confiscated 90,000 fake textbooks and 7 tons of publications of unknown origin.
In the new draft decree (replacing Decree 131) stipulating penalties for administrative violations of copyright and related rights, the Ministry of Culture, Sports and Tourism will increase the fine level to be commensurate with the level of damage caused by the subjects. The cause of violations is enough to deter and prevent violations, helping individuals and organizations better understand administrative violations, thereby having appropriate behavior in accordance with the provisions of the law. law.
