According to information from the People's Committee of Lang Son province, as of April 30, 2025, the total disbursed public investment capital of the province reached VND 939.9 billion, equivalent to 16.5% of the plan assigned by the Prime Minister and 13.4% compared to the plan assigned by the province.
Although this disbursement rate is 172% higher than the same period last year, it is still much lower than the target of 38% in the second quarter and the risk of "missing the deadline" is gradually existing.
Meanwhile, the total public investment capital in 2025 is allocated to more than VND 5,710 billion. This means that Lang Son is facing pressure to disburse more than VND 4,700 billion in the remaining 8 months of the year.
Among the projects with large total investment, many key projects are still in the process of adjustment, unable to construct or pay for the volume.
Specifically, the Huu Nghi - Chi Lang Expressway Project (BOT form, public investment capital allocated VND 3,452.9 billion) accounts for 51.7% of the province's total capital plan, but is still in the process of adjusting the pre-feasibility study report.
The Lang Son Provincial Sports Complex project (including a central stadium and a multi-purpose gymnasium) is slow to implement due to the completion of investment procedures.
The transport project connecting National Highway 4B - National Highway 18, and Lang Son Sub-project under Component 3 of the Northeast Basic Infrastructure Project for Comprehensive Development - using ODA capital - also does not have a clear disbursement volume.
Among the units with a disbursement rate below the national average (13.4%), including: Provincial Construction Investment Project Management Board, Departments: Education and Training, Agriculture and Environment, Science and Technology, Construction, Industry and Trade; Management Board of Dong Dang - Lang Son Border Gate Economic Zone; Provincial Police, Provincial Military Command.
Along with that are the People's Committees of Binh Gia, Trang Dinh districts and Huy Hoang Company Limited.
Previously, on April 17, 2025, the People's Committee of Lang Son province issued Decision No. 905/QD-UBND, establishing a special working group on disbursement of public investment capital, headed by Chairman of the Provincial People's Committee Ho Tien Thieu.
The working group is responsible for monitoring the disbursement progress every month and quarter; conducting surprise inspections of slow projects; recommending competent authorities to remove obstacles and consider the responsibility of the head if there is a prolonged delay.
However, by early May 2025, many problems in large projects have not been resolved, especially in the transition project group and projects waiting to adjust investment policies.
Recently, at a meeting to assess the progress of the implementation of Plan 116 on removing difficulties and obstacles in implementing investment projects in the area, the Chairman of the People's Committee of Lang Son province warned that he would handle the responsibility of the head if there was still a delay in implementing assigned tasks.
