On the morning of May 4, on Lang Ha street (Hanoi), an incident occurred where a truck carrying mud and soil made materials fall onto the road surface, affecting traffic safety and environmental sanitation.
According to information from the Traffic Police Department (CSGT) of Hanoi City Police, at about 5:30 am on the same day, immediately after receiving the report, Road Traffic Police Team No. 3 sent a working group to the scene to inspect and handle the incident.
At the scene, functional forces determined that mud and soil were scattered from the Howo truck with license plate 99B-112. xx, stretching from house number 46 to house number 116 Lang Ha street. The initial cause was determined to be the burst part of the back part of the truck.


To ensure safety for traffic participants, traffic police quickly organized traffic diversion and guided vehicles to avoid slippery road surfaces; and at the same time coordinated with environmental sanitation units and construction units to mobilize manpower and vehicles to urgently clear the scene.
Working with functional agencies, driver D. V. T (born 2001, residing in Bac Ninh) said that in the early morning of May 4, he was driving a truck carrying mud and soil from the Giang Vo lake construction site. When traveling on Lang Ha street, the driver discovered that the back part was broken, so he proactively stopped the vehicle and contacted the construction unit to coordinate handling.
Through inspection, the working group determined that the vehicle, although covered, still allowed materials to spill onto the road. The size of the truck bed was also not in accordance with the technical parameters stated in the Certificate of Technical Safety and Environmental Protection Inspection.



Road Traffic Police Team No. 3 made a record of administrative violation against the driver for the acts of dropping materials onto the road and driving a vehicle with cargo box dimensions not in accordance with regulations. At the same time, the vehicle owner was also issued a record for bringing a vehicle with cargo box dimensions that violated regulations to participate in traffic.
According to Decree 168/2024/ND-CP, the total penalty for drivers and vehicle owners is 34.5 million VND. In addition, drivers are deducted 2 points from their driver's licenses, and vehicle owners are revoked their Certificates of technical safety and environmental protection inspection for a period of 2 months.
Hanoi Traffic Police Department recommends that organizations and individuals when transporting materials should strictly comply with regulations on covering, not allowing materials to spill onto the road; and regularly check the technical condition of vehicles before traveling to ensure traffic safety and maintain environmental hygiene and urban aesthetics.
