Chairman of Can Tho City People's Committee Tran Van Lau has just signed an official dispatch to departments, branches and localities to urgently review and propose solutions to prevent flooding in the city.
According to the direction, the Department of Construction is assigned to preside over and coordinate with relevant units to urgently review routes that are frequently flooded, determine the cause and propose effective solutions. At the same time, review planning projects related to drainage, evaluate, summarize and update in accordance with the Can Tho City Planning for the period 2021 - 2030, with a vision to 2050 and new climate change scenarios; study and propose investment projects for wastewater and waste treatment plants, etc. to ensure consistency with the population size and area of the new city.
The Department of Construction is also a unit that receives information, ideas, and solutions for flood prevention from people and organizations to synthesize, evaluate, and advise the City People's Committee on choosing feasible solutions; coordinate with the Department of Home Affairs to reward organizations and individuals with solutions and initiatives to prevent flooding for the city according to regulations; organize inspections and supervision of damage on roads at risk of deep flooding, ensuring traffic flow during the rainy and high tides.
Assign the People's Committees of Ninh Kieu, Tan An, Cai Khe, An Binh, Binh Thuy wards to proactively coordinate with relevant units to survey, assess the current status, causes of flooding and propose solutions to reduce flooding in heavily flooded areas, especially places that affect traffic and people's lives. At the same time, it is necessary to promote the maintenance and dredging of sewers, ditches, and drainage ditches; strengthen control of drainage planning in new projects, residential areas, and resettlement areas; synchronously combine traffic infrastructure and drainage systems.
The Department of Agriculture and Environment is assigned to coordinate the effective operation of sewers, water control valves and the FRMIS system, and coordinate with neighboring provinces to regulate water resources appropriately between urban and rural areas.
The Management Board of Construction Investment Projects using official development support capital of Can Tho City is required to speed up the acceptance and handover of items under the Can Tho City Development Project and enhance urban adaptability to hand over to relevant units for receipt and use. In particular, the Flood Risk Management Information System (FRMIS) is completed, accepted, and handed over to the Department of Agriculture and Environment for management, operation, and exploitation.
Previously, the Chairman of the People's Committee of Can Tho City called on cadres to boldly propose and take drastic actions to solve the flooding problem. He announced that he would announce a reward of 50 million VND, award an unexpected certificate of merit and consider planning at a higher position for any cadre who came up with an effective idea to help the city fight flooding and limit flooding in the next few rains.
