200 households affected, but up to 189 households encroached on land
Started in 2019, the Ngo May extended road project has a total investment of 396 billion VND, invested by the Provincial Traffic and Civil Works Project Management Board. The project is expected to expand the urban space of Quy Nhon City, renovate traffic infrastructure, connect residential areas, businesses and schools.
The route is more than 1.3km long, passing through Quang Trung ward and Ngo May ward (Quy Nhon city), with the starting point at Hoang Van Thu - Ngo May intersection and the end point adjacent to Dien Bien Phu street, designed with a 33m wide road surface and a 4m wide median strip. According to the plan, the project will be completed and put into use in 2023. However, after nearly 6 years, this project is still unfinished, and people in the planning area are in a situation of "not being able to go, not being able to stay".
Informing about the project, Mr. Nguyen Cong Vinh - Vice Chairman of Quy Nhon City People's Committee - said that previously, Binh Dinh Provincial People's Committee assigned the Provincial Traffic Project Management Board to be in charge of compensation, site clearance and resettlement. However, on February 16, 2022, the province issued a document transferring this task to the People's Committee of Quy Nhon City, including the project and resettlement area serving the extended Ngo May road.
After receiving the payment, the People's Committee of Quy Nhon City established a compensation and site clearance council, but the implementation process continuously encountered difficulties, especially in verifying the origin of land use and assets on the land, applying compensation policies to suit the actual situation.
According to Mr. Vinh, the project affects about 200 households, including land, houses, architectural objects, trees and crops. However, up to 189 of these households have arbitrarily encroached on land to build houses and use land without being granted a Land Use Rights Certificate.
Confirming the origin and time of land use of households is difficult, because most households do not have legal documents, and the land has been transferred many times in handwritten documents. These households have used encroached land for a long time, many of which were before July 1, 2004. Since the project was implemented, there have been no new cases of encroachment.

Reviewing the project after the proposal to stop implementation
Regarding the Ngo May Road extension project, on March 19, 2025, the Department of Finance of Binh Dinh province issued a document requesting a temporary suspension of the project. Immediately afterwards, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed the Provincial Traffic and Civil Works Project Management Board to coordinate with Quy Nhon City People's Committee and related units to review and clarify a number of contents.
The Chairman of Binh Dinh Province proposed to clarify a number of issues such as: How to handle the funds that have been paid to relevant units? Will households within the road continue to carry out renovation or not? How have households paid compensation and support for land acquisition? Should the resettlement area serving the project continue to be built (because it also serves a number of other projects and develops land funds)? It is necessary to clarify other contents related to the temporary suspension of the project.
Informing about the project, Mr. Luu Nhat Phong - Director of the Project Management Board of Traffic and Civil Works of Binh Dinh province - said that the unit has met and developed a comprehensive plan, and is completing a report to submit to the Provincial People's Committee for consideration.
At the press conference on the socio-economic situation (KT-XH) in the first quarter and socio-economic development tasks in the second quarter of 2025, Mr. Lam Hai Giang - Vice Chairman of Binh Dinh Provincial People's Committee - said that problems in site clearance are problems of prolonged existence, affecting the progress of the extended Ngo May road project.
The province has directed the People's Committee of Quy Nhon City to resolutely handle the situation, speeding up the progress to soon complete this project.
