This directive was issued based on the proposal of the Provincial Traffic Safety Committee (TSC) on resolving voters' opinions and recommendations after the 20th session of the Provincial People's Council, 13th tenure.
The Chairman of Binh Dinh Province proposed the Project Management Board (Queen) 85 to direct the construction contractor to deploy the bidding package at the Quy Nhon - Chi Thanh component project (under the North - South Expressway Project) to accelerate the repair and refund of the road structure and asphalt concrete carpets at the segment of KM1236+269 - Km1237+608 and KM1238+600 - KM1239+770 on Highway 1, ensuring traffic safety before May 5525.

"Project Management Board 85 must specifically regulate the responsibilities of each relevant unit and individual, especially in cases of traffic safety problems, delays in overcoming damage that cause public outrage. If an accident occurs, affecting traffic participants, Project Management Board 85 and project implementation units must take full responsibility," Mr. Pham Anh Tuan emphasized.
Mr. Pham Anh Tuan requested Road Management Area III to direct the Road Management Office III.4 to coordinate with relevant units to inspect and urge BOT 36.71 Company Limited to quickly repair damaged points at the intersection and on National Highway 19 - where this unit is exploiting and maintaining.
At the same time, BOT 36.71 Company Limited is required to regularly maintain and periodically check the status of traffic infrastructure to promptly detect and repair damage such as peeling road surfaces, potholes, water stagnation... causing danger to traffic participants.
Road Management Area III directs Binh Dinh BOT Investment Company Limited to speed up the construction progress of drainage ditches at locations Km1234+750 - Km1234+916 and Km1234+750 - Km1234+854 on National Highway 1. At the same time, urgently repair locally, improve road surfaces, paint and restore traffic safety systems, especially the section passing through the Central College of Electrical and Construction - Agriculture and Forestry, according to the policy of the Vietnam Road Administration.
"Road Management Area III directs the maintenance management contractor to regularly and promptly repair arising damages, preventing potholes, flooding, and subsidence of wheel spline on the route managed by the unit, especially the area of Dieu Tri intersection (intersection between National Highway 1 and National Highway 19C) in Dieu Tri town, Tuy Phuoc district.
Coordinate with units and localities to strengthen inspection and promptly handle incidents affecting traffic safety, ensuring smooth and safe vehicle movement, in order to limit public outrage and voters' recommendations," Mr. Pham Anh Tuan noted.
The Chairman of Binh Dinh province also assigned the Provincial Traffic Safety Committee to propose to the Ministry of Construction and the Vietnam Railway Authority to consider investing in and upgrading two self-opened crossings at Km1021+390 and Km1023+550 on the North-South railway line into automatically defended level crossings. These are densely populated areas with high density of vehicles.
Coordinate with the Department of Construction, the Traffic Police Department of the Provincial Police and related units to strengthen inspection and urging the work of ensuring traffic safety and order, especially the repair of damages caused by national highway management units and BOT investors.
