Mr. Nguyen Van Hoai (Quan Trieu ward) said that in the past, the stream bed was tens of meters wide, and flooding rarely occurred.
Previously, the kindergarten construction blocked right on the stream, the flow was blocked, so water could not drain. This is the reason why the flooding situation has become serious.
Blocking the flow causes the stream water level in front and behind the project to clearly differ each rainy and flood season.

On July 20, in an exchange with a reporter from Lao Dong Newspaper, Mr. Luu Anh Canh - Vice Chairman of Quan Trieu Ward People's Committee confirmed that the encroachment construction of the kindergarten has been dismantled.
On the entire stream corridor currently under the management of Quan Trieu ward, encroaching structures on the stream surface are no longer there.
Regarding some embankment works of people that have existed for a long time, the locality also needs the involvement of the managing unit of the stream.
