Accordingly, the City People's Committee assigned the Department of Construction to closely monitor forecast bulletins and warnings of heavy rain; based on rain developments, water levels on rivers, lakes, canals, ditches and the actual situation to proactively direct and operate drainage work according to each situation.
Direct the City Technical Infrastructure Management Center, Hanoi Drainage One Member Limited Liability Company and drainage maintenance units to organize 24/24 hour duty, focus forces, vehicles, and equipment in areas and points at risk of flooding such as in areas: Ba Dinh Square; Nguyen Phong Sac street; Nam Thang Long urban area; Vo Chi Cong street...; promptly handle incidents and flooding points arising, minimize the time and level of flooding.
Direct the reasonable operation of drainage pumping stations, regulating gates, and regulating lakes; proactively lower the buffer water level on the system before rain to increase the ability to regulate and drain water when it rains heavily.
Urge units maintaining drainage to proactively prepare and mobilize sufficient mobile pumps, vehicles, mechanical equipment, generators, drainage equipment, water pumps and other necessary means to promptly handle localized flooding points.
Direct inspection and handling of acts that obstruct drainage; urge investors and construction units to have handling plans, urgently clear dykes, barriers, and obstacles that affect the flow when it rains heavily; in case construction works affect drainage, request to implement remedial measures, including temporary suspension of construction according to regulations.
People's Committees of communes and wards proactively build and organize the implementation of plans to ensure drainage and flood control in the area according to decentralization; coordinate synchronously with the drainage system managed by the city. Strengthen the maintenance and upkeep of the drainage system according to decentralization; inspect and clear canals, culverts, ditches, and regulating lakes under management; handle bottlenecks that affect drainage. Proactively inform and warn people in areas at risk of flooding; recommend people to limit moving through deep and dangerous flooded areas when there is heavy rain.
Construction Investment Project Management Boards under the city and investors direct construction contractors to urgently clear barriers and obstacles of drainage systems, sewers, ditches and completed items; hand over works that are eligible to be put into management and operation to serve urban drainage.
For projects under construction, it is necessary to strictly implement the drainage plan; proactively organize duty, promptly clear and dismantle dykes and barriers that obstruct drainage when it rains heavily, and prevent construction works from obstructing the flow and causing flooding in neighboring areas.
The City Technical Infrastructure Management Center strengthens inspection of locations at risk of flooding; inspects and urges maintenance work to ensure that sewers and ditches are ventilated. Proactively summarize information about flooding points and flooding developments to serve warnings, guide people and manage drainage work.
Hanoi Drainage One Member Limited Liability Company and drainage maintenance units focus forces at flooded points on main traffic axes, high-traffic density roads and low-lying terrain areas. Proactively operate pumping stations and regulating vents according to procedures; coordinate to regulate and lower the buffer water level on the regulating river and lake system before and during rain.
