The project to upgrade Drug Rehabilitation Facility No. 1 was approved by the Lao Cai Provincial People's Council to be implemented in 2023 to modernize the infrastructure and meet the treatment and training needs of students.
The project was implemented with a total investment of 80 billion VND, using the central budget (40.5 billion VND) and the centralized budget (39.5 billion VND).
On December 21, at the No. 1 Drug Rehabilitation Center in Bao Thang District, reporters from Lao Dong Newspaper recorded bustling construction activities. Within the facility, two new buildings are under construction, with the rough frame currently completed.
In addition, many construction materials are concentrated to serve the construction process outside the buildings.
According to research, the project to upgrade Lao Cai Drug Rehabilitation Center No. 1 has completed phase 1, including works such as a treatment house for HIV-infected students; a medical treatment and rehabilitation house; a grocery canteen; a livestock house; a fire prevention and fighting system and other auxiliary items.
At the time of recording, the units were implementing the construction phase including the following items: 2 5-storey student buildings; wastewater treatment plant operator building and wastewater treatment system.
It is known that the project is invested by the Department of Labor, War Invalids and Social Affairs of Lao Cai province. The construction unit is a joint venture of Lao Cai Construction Joint Stock Company, 19.8 Construction Company Limited and Minh Chau Technology Company Limited. The implementation period is within 3 years.
Mr. Tran Van Tan (Xuan Quang commune, Bao Thang district) said: “This rehabilitation facility was built a long time ago, so it can no longer meet the treatment needs of those who come to rehab. Therefore, we hope that after investing tens of billions of VND to upgrade and expand, addicts will have better conditions for examination and treatment. Along with that, vocational training will be improved so that they have the opportunity to rebuild their lives after they get out.”
Some other people also shared that rehabilitation facilities are the only way for drug addicts to rebuild their lives after making mistakes. When they get out, they will have a career so they can earn a living.
According to information from the Department of Labor, War Invalids and Social Affairs of Lao Cai province, the upgrading of drug rehabilitation facility No. 1 in Bao Thang district has completed phase 1, and units are speeding up construction of items in phase 2.
To date, the project has disbursed VND55.1 billion. It is expected that this renovation and expansion will be completed and handed over in the first quarter of 2025.
