Over the past few days, public opinion has been once again "in turmoil" after a group of speeders caused an accident at the Tran Hung Dao - Ba Trieu intersection (Hoan Kiem district, Hanoi) killing a girl.
This is also a long-standing problem in the capital that has not been thoroughly resolved, due to arrogance, disregard for the law, and disregard for other people's lives.
Speaking to reporters in the hallway of the National Assembly, National Assembly delegate Pham Khanh Phong Lan (Ho Chi Minh City National Assembly Delegation) said that through press information, she shared the pain of loss with the victim's family.
According to delegate Pham Khanh Phong Lan, in addition to the topic of blowing alcohol concentration to reduce traffic accidents, there should be a special task force model to be able to handle and promptly prevent the situation of racing.
At the same time, educational measures such as sending them to school and disciplining them are needed. If caught red-handed, they must be severely punished, and if they cause consequences, they must be imprisoned. "We need to take strict measures to create awareness," the delegate emphasized.
Meanwhile, delegate Nguyen Thi Viet Nga - Member of the National Assembly's Culture and Education Committee, said that increasing traffic accidents put great pressure on the whole society.
One of the causes of traffic accidents is illegal racing groups, especially in big cities like Hanoi and Ho Chi Minh City. Racing is mainly among young people, some of whom are even high school students.
“The first responsibility belongs to the family. Parents cannot be innocent of their minor children. If fathers, mothers, and guardians manage and educate their children strictly and systematically, this situation will be limited,” said Ms. Nga.
Regarding illegal racing, according to delegate Nguyen Thi Viet Nga, many solutions have been implemented but have not really prevented this situation completely. Therefore, along with preventive measures from authorities and society, the most important thing is the management and education of children from the family.
Previously, at around 0:15 on November 3, Ms. Q (27 years old, residing in Hanoi) was driving a motorbike and stopped at the traffic light intersection of Tran Hung Dao - Ba Trieu (Hoan Kiem, Hanoi).
At this time, a group of motorbikes driven by a group of teenagers (about 20-30 motorbikes) was moving at high speed, honking loudly in the opposite direction.
Suddenly, Ms. Q was hit by Nguyen Hong N (born in 2005, residing in Tay Ho, Hanoi) driving a motorbike carrying Nguyen Phuong A (born in 2005, residing in Hoan Kiem, Hanoi).
Not stopping there, Ms. Q continued to be hit by the car of Nguyen Ta Minh K (born in 2008, residing in Thanh Tri, Hanoi) behind N. As a result, Ms. Q was thrown far away and died on the spot, while the group of teenagers left the scene.
