The Urban Committee, Hanoi City People's Council has just reported the survey results of parking lots and green transportation conversion in Hanoi City.
94 - 97% of motorbikes in 9 wards in Ring Road 1 use gasoline
According to surveys, the total number of public parking lots according to the plan is 1,690 parking lots, including 1,124 landfills, 97 underground parking lots, and 469 high-rise parking lots. The Department of Construction licensed the temporary use of a part of the roadway for parking at 200 locations corresponding to an area of over 41,000m2 in the city.
In order to solve the immediate shortage of parking lots in inner-city wards, to serve low-emission areas, the Department of Construction is reporting to the City People's Committee 6 proposals for investment policies for parking lot projects in the 2026 - 2030 period, including: Underground parking lot at Duong Thanh flower garden - Phung Hung - Hoan Kiem ward; underground parking lot in the Vietnam-Soviet Friendship Cultural Palace area - Cua Nam ward; underground parking lot with symbols Pmb-2 and Png-3 in the land area west of Bach Thao Garden Park - Ba Dinh ward.
According to survey data, the total number of motorbikes in 9 wards in the Ring Road 1 area is very large, much higher than cars. Among them, Hoan Kiem ward has the highest number with about 89,000 vehicles, followed by Tay Ho (about 81,000 vehicles), Ngoc Ha (about 65,000 vehicles), Giang Vo (about 67,000 vehicles) and Hai Ba Trung (about 63,000 vehicles)...
In terms of fuel structure, motorcycles using gasoline account for an absolute overwhelming proportion in all wards, commonly over 94 - 97% of the total number of vehicles. Electric motorcycles have appeared in all areas but the number is still limited, ranging from about 1,000 to 3,500 vehicles/ward, equivalent to about 3 - 6%. Other types of vehicles are almost negligible.
Accelerate the progress of transitioning to green transportation
The report clearly states that the policy of supporting the conversion of personal vehicles according to the draft of the Department of Construction (the unit assigned to preside over).
Accordingly, based on the direction of the City Party Committee and the City People's Committee, the Department of Construction has issued document No. 6906/SXD-TCĐT requesting departments and agencies to contribute opinions on the draft resolution (3rd time), the Department of Construction is summarizing opinions for reporting. The draft Resolution has set out standards for vehicles operating in low-emission zones, satellite urban areas and solutions to encourage people to switch vehicles (financial solutions, parking, etc.).
The draft Resolution currently proposes policies to encourage people to use mass public transport in the city, including: Free for people with meritorious services, people with disabilities, the elderly, children under 6 years old, students, workers in industrial parks in the city; free on holidays, Tet, special occasions of the country, of Hanoi City.
These are policies suitable for social security goals (supporting vulnerable groups), with very positive effects and impacts to encourage people to use public transport. Supporting free use of public passenger transport for this group of subjects will promote students, workers in industrial parks to switch from personal vehicles, especially motorbikes and mopeds - the main means of transportation for students today, to using public passenger transport, contributing to reducing environmental pollution and accelerating the progress of converting to green transportation.
In addition, in the draft Resolution, the Department of Construction has proposed a number of policies to support the conversion of green vehicles such as: Direct cash support for motorbikes and mopeds; support for fees for issuing registration certificates and license plates for green vehicles.
The Department of Construction is the lead agency that is seeking opinions from sectors to complete the draft Resolution according to the process of building legal normative documents.
