The Ho Chi Minh City Department of Finance has just sent a document to the Ho Chi Minh City People's Committee regarding the proposal for a project to renovate traffic infrastructure in the Hang Xanh - Binh Trieu area according to the public-private partnership (PPP) method.
The project is proposed by a joint venture of Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) and CII Public-Private Partnership Co., Ltd.
According to the proposed content, the project has a scale of about 26.8 hectares, stretching from Hang Xanh intersection to Binh Trieu bridge.
The project is expected to renovate Dinh Bo Linh, Xo Viet Nghe Tinh roads and National Highway 13 section from Dai Liet Sy intersection to Binh Trieu bridge. These routes will be expanded, combined with building elevated roads along the corridor to form high-speed lanes, serving main axis traffic.


At Hang Xanh intersection - a "hot spot" for congestion for many years - the proposed plan is to build an overpass, multi-layered intersection. This solution aims to separate inter-regional traffic flow and inner-city traffic, thereby improving traffic flow capacity and reducing traffic conflicts.

In addition, the project also includes the construction of Binh Trieu 3 bridge, contributing to increasing the number of lanes across the Saigon River, synchronously with the expansion scale of National Highway 13 and related connecting axes.

The project is proposed to be invested in the form of PPP, build-transfer (BT) contract type.
The preliminary total investment is about 10,214 billion VND, of which investors are expected to participate in about 8,021 billion VND; state budget capital is about 2,191 billion VND, mainly for site clearance work.
In return, investors want to be paid with land funds in the existing Mien Dong Bus Station area.
After taking opinions from relevant units, the Ho Chi Minh City Department of Finance proposed that the Ho Chi Minh City People's Committee assign the joint venture of investors to continue researching and preparing project proposal dossiers in the form of PPP.
However, due to the overlap in the scope of research with some projects that the Department of Construction and the Ho Chi Minh City Transport Board are preparing proposals for, such as the project to upgrade and expand Xo Viet Nghe Tinh road and the project to upgrade and expand Dinh Bo Linh road, the Department of Finance proposed to temporarily suspend it for review and ensure synchronous implementation.


Dinh Bo Linh and Xo Viet Nghe Tinh roads are two key traffic axes connecting the Northeast region to the center of Ho Chi Minh City, and also directly interconnected with National Highway 13. However, existing infrastructure does not meet the needs, making this place the most congested point in Ho Chi Minh City.
Xo Viet Nghe Tinh Street (section from Hang Xanh to Binh Trieu bridge) is planned to be 30 - 40 m wide, but in reality it only reaches about 16 - 22 m.
Dinh Bo Linh street is planned to be 25 m wide, currently only about 21 m.
With high population density and large traffic volume, these two roads are often overloaded, especially during peak hours.
Meanwhile, the steel overpass at Hang Xanh intersection is 390 m long (the bridge section is 220 m long), located on Dien Bien Phu street, invested and put into operation in 2013. However, after a period of operation, this project also fell into a state of overload due to increasing vehicle density.
