On July 28, at the 4th session of the An Giang Provincial People's Council, 20 draft resolutions were approved. Among them, the Resolution Adjusting the investment policy of the APEC Conference Center Project in the form of public-private partnership (PPP) was approved.
Accordingly, adjusting point b, clause 5, Article 1 of Resolution No. 46/NQ-HDND on the expected payment method for PPP project contract type. Payment by land fund, list of land funds expected to be paid for BT project contracts with a total area of about 195.95ha with a total expected value of land fund of about more than 22,900 billion VND.
Land area in the project area for building embankments and leveling ground for the APEC Conference Center and other functional works, area of about 34.89ha in Phu Quoc special zone; Land area in the sea encroachment orientation area at Bai Dat Do, area of about 26ha; Land area in the sea encroachment orientation area at Hon Thom, area of about 34ha; Land area in the sea encroachment orientation area at Bai Xep, area of about 84ha; Land area in the sea encroachment orientation area at Mui Ong Doi, area of about 17.06ha.

According to An Giang Provincial People's Committee, the APEC Conference Center Project is invested under the public-private partnership (PPP) - BT contract method, including key projects, which play a particularly important role in ensuring facilities and technical infrastructure to serve high-level conferences and official activities of APEC 2027.
At the stage of preparing investment policy proposal dossiers, a land plot planned for Duong Dong urban area with a scale of 70.55ha was proposed to be paid to investors to implement the BT project of the APEC Conference Center. However, this land fund was previously planned to organize land use right auctions to generate revenue for the local budget, contributing to orienting the urban - tourism, modern financial and commercial area in the center of Phu Quoc special zone. At the same time, with the orientation of synchronous development of infrastructure and tourism space of the investor, it has been proposed areas oriented towards sea encroachment to be paid for the BT project in order to study the development of diverse tourism, infrastructure, and urban areas according to the orientation of provincial planning and general planning that has been approved.
Therefore, to ensure harmony between the wishes of the State and investors, the province has proposed to the Government to have separate mechanisms and policies for the BT project to serve the APEC Conference.
On June 18, 2026, the Government issued a Resolution stipulating a number of specific mechanisms and policies to handle difficulties and obstacles in using land funds expected to encroach on the sea to pay investors to implement works and projects serving the APEC 2027 Summit in Phu Quoc in the form of BT contracts. On that basis, the Provincial People's Committee organized the selection of areas expected to encroach on the sea for investors to implement BT projects serving the APEC Summit.
The adjustment of investment policy ensures compliance with regulations and is a necessary condition for the Provincial People's Committee to approve investment projects, sign BT contracts with investors, and serve as a basis for investors to implement counterpart projects, including items serving the APEC 2027 Summit.
Therefore, with the construction progress of only 12 months left, legal procedures need to be completed and urgently implemented, so adjusting the investment policy is extremely necessary.
