On July 28, at the 4th session of the An Giang Provincial People's Council, 20 draft resolutions were approved. Among them, the Resolution Adjusting the investment policy of the Urban Metro Line Project, section 1, in the form of public-private partnership (PPP) was approved.
Accordingly, adjusting Clause 1, Article 1 of Resolution No. 40/NQ-HDND, concretizing the Planning of An Giang province for the period 2021-2030, vision to 2050 in Decision No. 676/QD-UBND dated February 24, 2026 of An Giang Provincial People's Committee; General Planning of Phu Quoc city (before merger) to 2040 approved by the Prime Minister in Decision No. 150/QD-TTg dated February 6, 2024, approved for local adjustment in Decision No. 658/QD-UBND dated August 22, 2025 of An Giang Provincial People's Committee.
The task is to prepare conditions and implement a number of measures to quickly implement projects serving the APEC 2027 Conference in Phu Quoc city, Kien Giang province in Decision No. 948/QD-TTg dated May 17, 2025 of the Prime Minister approving (now Phu Quoc special zone, An Giang province), and at the same time, create traffic connection conditions, serve the needs of public transportation for people and tourists, reduce traffic accidents and emissions, contributing to the development of green cities in Phu Quoc special zone by 2030.
Adjusting Clause 4, Article 1 of Resolution No. 40/NQ-HDND dated October 24, 2025, the area from 34 ha to about 38 ha (including the land of Phu Quoc International Airport, protection forest land, connecting road DT. 973 - DT. 975, DT. 975, APEC Avenue, APEC Conference Center).
According to the Provincial People's Committee, the urban subway project section 1 is invested in the form of public-private partnership (PPP) - BOT contract, is an important transport infrastructure project, and also belongs to the main group of projects serving particularly important political - foreign affairs events of the nation. The train route plays a role in connecting traffic, serving public transport needs for people and tourists, reducing traffic accidents and emissions, contributing to the development of green cities in Phu Quoc special zone by 2030.
However, through reviewing and updating the plan, the need arises to arrange the depot area with a suitable location to ensure the operation of the line. The depot location adjustment plan is studied in the direction of not overlapping the water surface of lakes, rivers, and streams, ensuring drainage in the area along DT. 975 to Cua Lap river; and at the same time not causing additional investment items (compared to the old plan, it is necessary to consider investing in underground tunnels or overpasses). Thereby limiting the impact on the total investment and not affecting the progress of DT. 975 project, which depends on the completion of undergrounding items of the urban subway line.
This is a group A project, with a preliminary total investment of nearly 9,000 billion VND (excluding loan interest costs). The urban subway project section 1 is a component of the Phu Quoc urban railway line, when the project is formed, it will provide a high-quality public transport type, large transport capacity, stable, reliable, safe, environmentally friendly, meeting the travel needs of people to areas along the line and located in the project's affected area.
