Voters in Giang Vo ward proposed that the city continue to assign the Public Administration Service Point to the Ward People's Committee for management and implementation, in accordance with the criteria of "close to the people, close to the people", quickly and promptly resolving people's requests, and making it convenient for people to access and use services effectively.
Non-contact – complete – seamless
Regarding voters' recommendations, the City People's Committee said that, implementing the policy of the City Party Committee and the City People's Committee on consolidating the administrative system in a centralized and modern direction, from the end of 2025, the city has implemented a one-level Public Administrative Service Center model.
The goal when implementing the transfer of commune and ward administrative service points to be directly under the City Public Administrative Service Center is to create a continuous and synchronous system from the city to the grassroots level.
Over the actual implementation period, centralized management has helped ensure that 100% of communes and wards apply the same service standards, professional processes and information technology systems. This not only eliminates independence and lack of unity between areas but also helps the city strictly control service quality and accountability.
According to the City People's Committee, the advantage of the "non-territorial administrative" model is that this new model does not alienate the people, but on the contrary, optimizes the "close to the people" criterion through flexible service access.
Specifically, public administrative service points in wards currently not only handle commune-level procedures but also have the capacity to receive dossiers under the authority of the city, departments, agencies, and sectors (such as land, justice, licensing...).
The deployment of "non-territorial administrative" helps people to submit applications and receive results at any service point most conveniently, without necessarily having to go to the household registration place. This is a breakthrough that helps form a "non-contact - comprehensive - seamless" administration.
Regarding personnel work and labor use in the locality, the City Public Administration Service Center has coordinated with the People's Committees of wards to review and transfer civil servants who are qualified, have experience and digital skills to work officially at public administrative service points.
Along with that, implementing the supplementation of quality resources to compensate for the shortage of cadres at the grassroots level.
The City Public Administration Service Center proactively arranges more highly qualified personnel, who are well-trained to ensure smooth operation of the city's administrative procedure information system.
The use of contract labor must strictly comply with standards on digital skills and information security of population data.
Personnel here only perform support and guidance tasks; do not assign to perform operations that are decisive for administrative authority if they do not meet legal conditions to ensure data security.
The transition to a unified one-level management model is an inevitable roadmap for implementing national digital transformation.
Uneven personnel quality between points
Regarding the proposal to continue assigning commune and ward People's Committees to manage public administrative service points, the City People's Committee said that after a period of operation, commune-level public administrative service points have shown certain results in quickly adapting to the 2-level local government model and the efforts of grassroots authorities.
However, practice also shows some inadequacies, the most typical and prominent of which is the uneven quality of infrastructure, facilities, and personnel between points; difficulties in synchronously and unifiedly implementing processes and solutions from the city to the grassroots level.
Currently, the city is focusing on implementing the Conclusions of the Politburo on continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on a number of issues to continue to innovate and streamline the organizational structure of the political system, operating effectively and efficiently.
Accepting voters' opinions, after completing the work of arranging the organizational structure and reorganizing administrative units, the City People's Committee will fully gather and report to competent authorities for consideration and decision, including the model of the Public Administration Service Center, the public administrative service point to quickly and promptly resolve people's requests, facilitating people to access and use services effectively" - the City People's Committee informed.
