Although many business owners have strictly complied with fire prevention and fighting regulations (PCCC), the reality recorded in Cau Giay, Nam Tu Liem and Bac Tu Liem districts shows that many boarding houses do not meet safety standards, posing a high risk of fire and explosion.
A survey at lane 105, Doan Ke Thien street, Mai Dich ward (Cau Giay district) shows that many student rental houses and households are not fully equipped with fire protection equipment. commonly, there is no second emergency exit. The first floor area is used as a motorbike parking space, but the fire protection system is only slightly installed, without a spread-on fire door.
A similar situation also occurs on Quang Tien Street (Dai Mo Ward, Nam Tu Liem District) - where many houses are rented out. According to the reflection, some facilities are facing the risk of being forced to stop operations because they do not meet fire safety requirements.
Mr. Tran Tien - the owner of a boarding house here said that during the inspection at the end of 2024, his facility was fined for many errors such as not ensuring access for fire trucks, lack of solutions to prevent the fire from spreading on stairs and corridors, and the fire alarm system and fire hydration water tanks were not yet complete.


In Phu Do ward (Nam Tu Liem district), data from the ward People's Committee shows that there are 529 boarding houses in the area, many of which were built 15-20 years ago and are now degraded. The old structure makes it difficult to renovate and install fire protection equipment.
Many establishments cannot meet the requirements of adding water tanks to each floor, installing fireproof doors or arranging areas for vehicles to meet the standards with a minimum area of 6m2/room.
In Trung Hoa ward (Cau Giay district), in recent days, the authorities have discovered many serious violations. At the facility in lane 219/16 Nguyen Ngoc Vu street, the first floor is used as a parking lot but is damp, messy with flammable items. The rooms were full and had no second exit, forcing the authorities to suspend operations.
Mobilizing the dismantling of "tiger cages" in individual houses
Faced with the above situation, the People's Committee of Dai Mo Ward (Nam Tu Liem District) issued a document requesting to strengthen fire prevention and fighting and rescue (CNCH) in 2025.
Talking to Lao Dong, Mr. Nguyen Viet Hung - Vice Chairman of Dai Mo Ward People's Committee said that the ward has mobilized people to open a second escape route, dismantle "tiger cages" in individual houses or combine production and business to create an emergency escape route.
" 100% of facilities and households that have not remedied violations will be forced to stop operations according to Directive 19 dated June 24, 2024, until the fire prevention and fighting safety solutions are completed," Mr. Hung affirmed.
The People's Committee of Dai Mo Ward also plans to practice fire fighting in high-risk residential areas such as deep alleys and areas with limited water resources, requiring completion before June 30, 2025. Facilities such as boarding houses, individual houses... that do not comply with the inspection team's conclusions will be strictly handled, including measures to cut off electricity and water.
In Mai Dich ward, Mr. Nguyen Tuan Anh - Vice Chairman of the Ward People's Committee said that since the beginning of the year, the Ward People's Committee has issued a decision to establish 7 working groups, notified 1,011 rental housing and mini apartments in the ward, and re-inspected and fined 280 violating establishments with a total amount of nearly 138 million VND. The authorities also instructed facilities to fix the problem before April 1.
However, up to now, the repair work of the facilities is still slow, many facilities have not fully repaired but are still operating. In this situation, the People's Committee of the ward has assigned the Mai Dich Ward Police to complete the dossier, propose temporary suspension and suspension of operations with 7 mini apartments and 31 boarding facilities.
According to Mr. Nguyen Tuan Anh, during the inspection, the working group recorded the reality that some facilities could not comply with regulations on fire prevention and fighting due to insufficient area for construction; not enough funding to overcome the situation.
"The ward will temporarily suspend operations of facilities that cannot fix violations and publicize information on the media, send notices to universities so that students and workers are aware and avoid renting accommodation in unsafe locations," Mr. Tuan Anh emphasized.
