The project "Upgrading and expanding the storm shelter combined with Tinh Hoa fishing port" was approved by the Ministry of Agriculture and Rural Development with a total investment of 460 billion VND, of which the central budget managed by the Ministry of Agriculture and Rural Development is 400 billion VND. . Project implementation period is from 2023 - 2026.
The project is invested by the Department of Agriculture and Rural Development. According to the 2024 capital plan, the project is allocated capital of 90.1 billion VND, of which local budget capital is 32.1 billion VND and central budget is 58 billion VND. However, due to land problems , construction has not yet begun. Therefore, the Ministry of Agriculture and Rural Development has adjusted the central budget capital to reduce by 12 billion VND.
According to the Department of Agriculture and Rural Development, for the first round of compensation and support plan, there are currently 13 households that have not received compensation. For the compensation and support plan for phase 2 and the remaining phases, surveying and counting for 150 plots of land, with 29.66 hectares of 113 households and 1 organization, have been completed.
Up to now, related procedures have been basically completed such as: confirming the origin, time of land use, and soil type, but there is still no consensus on how to determine the natural elevation of aquaculture lakes. The People's Committee of Quang Ngai City has not issued specific land prices to calculate compensation and support.
Regarding this project, on July 17, Mr. Tran Phuoc Hien - Vice Chairman of Quang Ngai Provincial People's Committee chaired a meeting to hear a report on the project implementation status. At the meeting, Mr. Hien requested the investor to coordinate with the People's Committee of Quang Ngai City to urgently complete the current status map as a basis for approving compensation and support plans. How to determine the natural elevation of aquaculture lakes requires consensus from people, local authorities and relevant agencies. Make the compensation and support plan public and transparent for people to follow.
