Breakdown of progress
The project to renovate and upgrade National Highway 14B, more than 7.5km long, started at the end of 2023, aims to expand the cross-section, synchronize technical infrastructure and drainage systems. However, by the first half of 2026, the project is still stagnant. The section through Hoa Vang and Hoa Tien communes, Da Nang City is still messy with machinery, equipment, and barriers.
According to the Da Nang City Department of Construction, the three main reasons for the project's delay are site clearance problems, limited contractor capacity, and difficulties in filling soil sources.
Mr. Nguyen Ha Nam, Director of Da Nang City Department of Construction, explained: "The first reason is due to site clearance issues. The second reason is that the contractor's construction organization capacity is still limited. The third reason is that the project has a very high demand for embankment soil compared to both sides, so the search for material sources has encountered many difficulties in the past time." Mr. Nam added that the Department is focusing on removing obstacles to support contractors to have construction material sources and complete the project soon.
Regarding the project progress, in Official Dispatch No. 4105/UBND-STC on reporting and periodic review of contractor capacity in the first quarter of 2026, the City People's Committee emphasized the requirement to rectify construction work. In which, the project to renovate and upgrade National Highway 14B (Construction and installation package) undertaken by the Joint Venture of Dong Son Infrastructure Investment Joint Stock Company - CIENCO4 Group Joint Stock Company is being assessed as seriously violating the progress. Although the Ministry of Construction has extended the progress to September 2026, the construction output of this contractor has only reached nearly 43%, although the investor has had many urging documents.
Hoping to speed up progress
The slow construction situation not only causes dust and pollution but also poses a high risk of traffic accidents.
Ms. Tran Thi Dao - a resident of Hoa Tien commune - shared: "Construction is taking place very slowly. Meanwhile, the density of vehicles circulating on this route is very high, especially workers going to work every morning. This situation not only causes dust and environmental pollution but also poses many risks of traffic accidents.
Sharing the same frustration, Mr. Nguyen Thanh Cho, a resident of Hoa Tien commune, informed that the project has been prolonged through many stages but the progress is still very slow: "This road has been implemented since last year, but the progress is very slow, causing dust and frequent accidents. I hope the State will speed up the construction progress so that people can conveniently travel before the rainy season. Currently, the project is messy, causing many difficulties for people's travel.
Faced with the above situation, the City People's Committee has directed the Department of Construction and related units to urgently handle weak contractors, including the case at National Highway 14B project, and at the same time publicize the capacity of violating units on the City Electronic Information Portal. Investors and project management boards must also conduct periodic reviews and reports before the 25th of each month, and be responsible to the law and the Chairman of the City People's Committee if delays occur due to contractor capacity.
