The Cao Binh Moc Chau Highway Project, which connects the key Hòa Liên - Túy Loan highway, is a major infrastructure project that spans 3 communes: Hòa Liên, Hòa Sơn, and Hòa Nhơn, in Hòa Vang District, Da Nang City.
The project is being implemented by the Management Board of the Ho Chi Minh Highway and is expected to be completed in 2025. The project was initiated in September 2023.
As of June 30, the city has handed over 10.05km out of 11.47km of the project's land to the contractor. With the land already handed over, the contractor can complete the project by the end of 2024. Specifically, 19 out of 19 files related to land compensation have been resolved.
Da Nang City is actively working on land clearance, relocation, and resolving emerging issues.
According to a report from the Management Board of the Ho Chi Minh Highway, many plots of land have been handed over to the project's investors by Hòa Vang District. However, when the contractor arrives to begin construction, local residents obstruct the process because they have not received compensation.
Regarding this issue, at a press conference in the first six months of 2024, Mr. Võ Nguyên Chương, Deputy Director of Da Nang City's Department of Natural Resources and Environment, stated that the city has now completed land handover for the Cao Binh Moc Chau Highway Project.
During the process of meeting with residents to persuade them, due to the project's tight schedule, some households have signed agreements to facilitate construction or hand over land.
After completing all necessary procedures, the homeowner will receive compensation, so land handover for construction must have the consent of local residents. During the implementation process, some households have been affected by the psychological impact of their families, changed their opinions, and obstructed construction, requesting additional support for their rights.
Deputy Director of Da Nang City's Department of Natural Resources and Environment stated that land clearance is a complex task involving many policies and procedures that require time. Therefore, when meeting with residents, they agree to allow construction, but the construction unit does not implement it, and when construction begins, residents change their minds and obstruct the process.
The units responsible for compensation and local authorities always work closely with the project's investors, the Management Board, and the construction unit to resolve each file.
"The project has a large number of files, and the time frame is very tight, so there may be some minor errors that cannot be avoided.
However, the determination of local authorities to work day and night, even on Saturdays, Sundays, and holidays, to ensure the project's progress according to the Prime Minister's instructions is unwavering." - Mr. Võ Nguyên Chương stated.
