In order to strengthen the effectiveness of urban management, ensure order and traffic safety in the Capital, on April 30, Vice Chairman of Hanoi People's Committee Truong Viet Dung signed and issued Decision No. 52/2026/QD-UBND, supplementing a number of articles of Decision No. 01/2026/QD-UBND regulating the operation of road vehicles.
Accordingly, from April 30, 2026, new regulations on the scope, time and route of operation of vehicles officially take effect. The decision is built on the basis of the Road Law of 2024 and the Road Traffic Order and Safety Law of 2024, aiming to organize scientific traffic, reduce congestion, and improve infrastructure exploitation efficiency.
Decision to supplement and adjust the list of roads allowing road vehicles to operate in restricted areas. Some key roads that have been updated include: Nguyen Van Cu (section from the overpass at the central intersection of Long Bien district to Nguyen Son street), Ngoc Lam, Ngo Gia Kham, Bac Thang Long - Vuc De, Phuong Trach, Co Linh, Dam Quang Trung and some roads in the Thang Long Avenue area, CN3, CN4, CN5 roads.
The adjustment aims to be consistent with the reality of traffic organization, meeting the needs of travel and transportation of goods in the context of constantly expanding urban infrastructure.
To reduce traffic pressure during peak hours, the city stipulates that common trucks with a total weight of less than 2 tons are only allowed to operate outside peak hours; special cases must be approved in writing by the City Police.
For specialized vehicles such as tanker trucks (carrying gasoline, oil, gas), mud trucks, concrete mixers, cranes, drilling trucks, trailers..., operating hours are from 9 pm to 6 am the next morning. Public utility vehicles such as watering trucks, pruning trees, and lighting system maintenance are also only allowed to operate outside peak hours. Garbage collection and transport vehicles are allowed to operate from 7:30 pm to 6 am the next morning.
Notably, pickup trucks and vehicles serving traffic incident handling, technical infrastructure, and rescue are allowed to operate 24/24 hours to ensure timeliness in handling arising situations.
In the field of passenger transport, shuttle buses and business transport vehicles under contract with fewer than 29 seats are allowed to operate 24/24 hours. Meanwhile, passenger cars with more than 29 seats and sleeper buses are only allowed to operate outside peak hours, unless approved by functional agencies.
Along with that, Hanoi City continues to promote administrative procedure reform by clearly stipulating the order and procedures for licensing vehicles operating in restricted areas. The dossier processing time is shortened to 3 working days from the time of receiving complete and valid dossiers.
Hanoi City People's Committee assigned directors of departments: Construction, City Police; Chairmen of People's Committees of communes and wards and related organizations and individuals to organize the implementation and serious implementation of the decision, contributing to building a civilized and modern Capital with safe and smooth traffic.
