On the afternoon of April 1, Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction signed a document proposing to relax regulations for pickup trucks.
According to report No. 6787 signed on April 1 by the Department of Construction sent to the Hanoi People's Committee, after nearly 3 months of limiting vehicles during peak hours, the traffic situation in the area has recorded positive changes.
However, in the process of implementation, some problems arising from practice have been reflected by functional agencies and businesses, especially related to pickup trucks (picksuff trucks).
Currently, according to vehicle classification regulations, pickup trucks are classified into the group of trucks and must comply with restricted hours, mainly only allowed to circulate from 9 pm to 6 am the next morning. This regulation is considered not really suitable for the usage characteristics of this vehicle line.
Actual surveys show that pickup trucks have dimensions and volume equivalent to cars, while the number is not large in the overall volume of vehicles circulating, so the impact on traffic congestion during peak hours is insignificant.
Notably, in the period 2021 - 2025, Hanoi consumed more than 14,700 pickup trucks, showing increasing demand. However, current restrictive regulations have affected user psychology as well as the operations of automobile manufacturing and trading enterprises.
On that basis, the inter-sectoral Department of Construction and Hanoi City Police agreed to propose to Hanoi City People's Committee to adjust Decision 01/2026 in the direction of allowing pickup trucks to circulate like cars in the area.
This proposal aims to harmonize the goal of reducing traffic congestion and the requirements of socio-economic development, while removing difficulties for businesses and people.
