Increase transparency, modernize management
From July 1st, all vehicle parking points in Hanoi must apply technology in management, operation, exploitation and data connection with functional agencies. The regulation aims to increase supervision, transparency in toll collection and modernize urban traffic management.
Before the regulation takes effect, operating units are urgently completing technical infrastructure and standardizing processes. People getting used to cashless payments is also considered an inevitable trend.
According to the Hanoi Department of Construction, functional agencies will strengthen inspection and review of implementation at relevant units, especially at public parking lots.
For the bus station and parking lot system, the conversion roadmap is divided into stages. Type 1 bus stations in urban areas must complete non-stop electronic toll collection before December 31, 2026; type 2 bus stations before June 30, 2027.
Currently, Hanoi has about 3,000 licensed parking lots and vehicle parking points. The synchronous conversion to electronic toll collection is considered a major task, requiring close coordination between management agencies, operating units and technology businesses.
According to Mr. Le Lu (Le Dai Hanh street), electronic payment helps to park faster and more transparently, no longer relying on small change or waiting.
Expanding the digital payment ecosystem
A representative of a parking unit in Hanoi said that non-stop electronic toll collection is an inevitable trend in digital transformation. However, businesses must invest in more vehicle identification systems, management software, payment platforms and personnel training.
Mr. Nguyen Duc Vinh, Deputy Director of Hanoi Parking Point Exploitation Co., Ltd., said that after 2 years of implementation, the cashless toll collection model has shown clear effectiveness in managing and controlling revenue sources.
According to Mr. Vinh, the system automatically determines the parking time and location and deducts fees from the traffic account, helping to make cash flow transparent and limit losses. However, there are still some situations such as accounts not having enough balance or not fully linked. At that time, parking lot staff will support collection according to the process to ensure no interruption of service.
Representatives of the Eparking solution provider VETC said that after 2 years of implementation, about 300 parking spots in Hanoi have applied cashless fee collection and are continuing to expand.
Technology units are also upgrading systems, improving transmission lines and increasing interoperability between payment platforms to better serve people.
According to experts, when the system is deployed synchronously, data will connect with management agencies and tax authorities, contributing to limiting revenue loss and increasing transparency.
