Hanoi City requests units to maintain a 24/24 hour on-duty drainage system, be ready with personnel, vehicles and plans to handle flooded points when widespread heavy rain occurs.
On August 17, the Hanoi City Technical Infrastructure Management Center worked with Hanoi Drainage One Member Limited Liability Company and maintenance units to deploy plans to respond to heavy rain during the peak rainy season of 2026.
According to the drainage and flood control plan for the rainy season of 2026 issued under Decision No. 2280/QD-UBND, Hanoi requests relevant units to activate response scenarios at the highest level in the period from August to October.
The focus is to proactively manage drainage according to basins and inter-basins, quickly handle flooding points, and limit the scope and duration of flooding.
Departments, branches, localities and units managing the drainage system are required to maintain a 24/24 hour duty regime. Urban and irrigation drainage systems are coordinated to operate to promote the efficiency of pumping stations, spillway gates, regulating lakes and key projects.
At the meeting on August 17, the City Technical Infrastructure Management Center requested units to strictly implement the "6 clear" principle: clear people, clear tasks, clear responsibilities, clear areas, clear time and clear information and reporting regimes.
According to the implementation plan, 100% of personnel are arranged to be on duty in areas at risk of flooding and some main traffic axes such as Vo Chi Cong, Co Linh - Dam Quang Trung, Nguyen Gia Bong; the area of the Ho Chi Minh National Academy of Politics and alleys 42 Giang Van Minh, 100 Doi Can.
To increase drainage capacity, units proactively lower the buffer water level in river, ditch and regulating lake systems, creating more water storage capacity before heavy rain appears.
Large irrigation pumping stations such as Yen Nghia, Dao Nguyen, Van Dinh, Ngoai Do... are ready to operate, supporting water drainage for the inner city area, especially the basins related to the Nhue River and Cau Bay River.
Regarding vehicles, Hanoi City mobilized about 200 suction trucks, tanker trucks; more than 129 specialized cars and excavators; along with dozens of large-capacity mobile pumps, with equipment reaching a capacity of up to 1,800m3/hour.
For projects under construction such as Ngoc Ha and Thuy Khue canal culverts, investors are required to urgently clear obstacles, ensure flow, and prevent projects from affecting drainage capacity.
In case of deep flooding, the City Technical Infrastructure Management Center will coordinate with Hanoi City Police and local authorities to organize traffic diversion, remote warning, and guide people and vehicles through areas at risk of unsafety.
Hanoi City determines that proactively preparing forces, vehicles and drainage capacity is an important solution to limit the impact of heavy rain, ensure safety for people, and maintain traffic and daily life in the area.
