Hanoi City People's Committee has just issued Directive No. 08/CT-UBND on strengthening measures to ensure environmental sanitation during the construction of construction investment projects in the area.
The directive was issued in the context that the city is simultaneously deploying many large-scale infrastructure, transportation, and housing projects. However, there is still a situation of unsynchronized construction, causing environmental pollution and affecting people's lives.
According to the Hanoi People's Committee, many projects, especially in the inner city area, have not been organized for scientific and reasonable construction; the restoration of infrastructure after construction is still slow, and quality is not guaranteed. Dust, noise, traffic congestion, and material spillage still occur, reducing urban aesthetics, affecting people's lives and tourism activities. Some investors and contractors have not fully implemented their environmental protection responsibilities as prescribed.
To overcome the shortcomings, the Chairman of Hanoi People's Committee requested departments, branches, localities and relevant units to strictly implement regulations on construction management, restoration of traffic infrastructure and ensuring order, safety, and environmental sanitation in construction. At the same time, strengthen supervision, strictly handle violations, and improve the effectiveness of state management.
The Directive clearly states that projects must complete all investment procedures before construction, meeting the conditions for commencement according to the provisions of law on construction and environment. The construction process must be scientifically and safely organized, minimizing the scope and time affecting traffic, environment and people's lives.
An important requirement is to clearly define the responsibilities of investors and contractors in environmental protection and infrastructure restoration after construction. The city encourages the application of advanced construction technology and solutions to shorten time and minimize open excavation, especially in the inner city area.
Hanoi Department of Construction is assigned to strengthen inspection and supervision of compliance with regulations on environmental sanitation, dust control and responsibility for infrastructure restoration; coordinate with Hanoi City Police and local authorities to organize traffic diversion and limit congestion in construction areas.
The Department of Agriculture and Environment has the task of monitoring and updating air quality, promptly warning in areas with many construction projects so that units can proactively take measures to control dust; and at the same time coordinate to inspect and handle violations of environmental protection in construction, transportation and waste treatment activities.
Hanoi City Police are assigned to strengthen patrols and strictly handle vehicles transporting materials without covering, causing spillage, environmental pollution or tonnage violations. Notably, functional forces will promote the application of surveillance cameras and AI technology to detect violations and implement "cold fines" when conditions are met.
People's Committees of communes and wards are directly responsible for inspecting and supervising construction activities in the area; promptly handling or proposing handling of violations. At the same time, directing environmental sanitation units to increase the frequency of sweeping, vacuuming, and spraying water to wash roads, especially during off-peak hours to reduce dust concentration.
For investors and contractors, the Chairman of Hanoi City People's Committee requests comprehensive responsibility for ensuring environmental sanitation throughout the construction process. Construction sites must fully implement shielding measures, install misting systems, water spraying to suppress dust; arrange car wash areas, ensure vehicles are cleaned before leaving the construction site, and prevent mud and soil from spilling onto the road.
In addition, the collection, transportation and treatment of construction waste must be in accordance with regulations; waste must be covered tightly and transported to the correct treatment site. The city also encourages reusing construction waste in accordance with standards to minimize arising.
Construction projects must be organized according to the "rolling" direction, done neatly to where, limiting open excavation, not scattered construction.
