Hanoi - The city continues to study and absorb opinions to complete the draft resolution on low-emission zones in Ring Road 1.

On June 2nd, the Hanoi City People's Council, XVII term, 2026-2031, held the opening session of the third session (specialized session) to consider and decide on many important contents.

According to the plan, at this session, the City People's Council will consider and approve the Low Emission Zone Project in Ring Road 1 and a resolution stipulating a number of policies to support investment in the development of road transport infrastructure using clean energy, non-motorized transport; support the conversion of road transport vehicles using clean energy and a number of measures to limit the use of road transport vehicles that emit emissions causing environmental pollution in the city.

Speaking at the session, Standing Vice Chairman of the City People's Council Tran The Cuong said that through verification, the contents of the 2 draft resolution submissions have received many verification and consultation opinions.

However, according to Mr. Cuong, this is a content that needs to be carefully assessed, receiving more information from the people, related organizations and individuals, and it is proposed that the resolution must be feasible, with set goals as well as creating fair and best conditions for the people.

Therefore, the City People's Council requests the City People's Committee to direct relevant agencies to continue to study and complete the contents, and absorb the discussion opinions of the People's Council delegates at this session to promptly complete the draft of these 2 important resolutions to submit to the People's Council for consideration and resolution at the fourth session of the City People's Council expected to take place in mid-June 2026" - the Standing Vice Chairman of the City People's Council informed.

Previously, at the second session, the Project on Low Emission Zones in Ring Road 1 in Hanoi was also not considered for approval because the draft report on the Resolution did not ensure the conditions for information and dossiers to submit to the City People's Council.

This is also a content that the Standing Committee of the Hanoi City Party Committee is very concerned about, especially the Secretary of the City Party Committee also directed that this morning he will soon submit these very important contents to the City People's Council for approval" - Vice Chairman of the Standing Committee of the Hanoi City People's Council said at the second session.
