More than 40 communes accelerate to complete the roadmap to become wards
After nearly a year of implementing administrative unit arrangement, Hung Yen is recording clear progress in the urbanization process when dozens of localities are urgently completing dossiers and procedures to transfer from communes to wards.
According to the province's orientation, 48 wards will be established in 2026, of which phase 1 is expected to have 35 communes eligible for upgrading, followed by 13 communes in phase 2. The goal is to increase the urbanization rate of the whole province to over 51%, creating a foundation for socio-economic development in the new phase.
The transition from commune to ward is not simply changing the name of an administrative unit but reflects the process of transition from rural to modern urban space, requiring more synchronous investment in technical infrastructure, social infrastructure and quality of public services.

This is also an opportunity for localities to effectively exploit the advantages of geographical location, attract investment and improve people's lives.
To ensure progress, many communes in the province are implementing the collection of people's opinions on the Project to establish wards. Working groups directly go to each household to propagate and distribute opinion forms in accordance with regulations, ensuring publicity, democracy and objectivity.
Secretary of Hung Yen Provincial Party Committee Pham Quang Ngoc also requested functional agencies to study and guide the conversion of models from villages to residential groups for localities developing into wards, ensuring compliance with urban orientation and long-term stability.
Creating local development momentum
As one of the localities that is urgently completing the Project to establish wards, Tan Hung commune has organized to collect people's opinions throughout the area with more than 8,300 ballots distributed to households. The opinion collection work is implemented according to the principle of one ballot per household, ensuring compliance with regulations and creating consensus among the people.
Talking to Lao Dong Newspaper, Mr. Truong Quoc Tran - Chairman of Tan Hung Commune People's Committee - said that the development from commune to ward is a roadmap that has been oriented for many years before the two-level local government model went into operation.
According to Mr. Tran, most of the commune's area is in the urban development plan, so the establishment of the ward is a step in line with the long-term orientation of the locality, contributing to expanding the development space and effectively exploiting available potentials.

The results of taking voters' opinions representing households show that 99.3% of people agree with the policy of establishing wards, showing very high consensus on the local development orientation.
Mr. Truong Quoc Tran added that Tan Hung is a key specialty longan production area of Hung Yen province. In recent years, the locality has focused on expanding the area of high-quality longan cultivation, building OCOP products, developing VietGAP standard growing areas, issuing growing area codes and promoting trade promotion to improve the value of agricultural products.
When becoming a ward, brand promotion, consumption connection and investment attraction will have more advantages, thereby contributing to improving the value of longan specialties as well as creating motivation for socio-economic development for the locality" - Mr. Tran shared.
Not only in Tan Hung, many other localities such as Trieu Viet Vuong are also simultaneously implementing the collection of voters' opinions on the Project to establish wards.
Along with completing the dossier, Hung Yen province is directing specialized agencies to review planning, balance investment resources and supplement funds so that localities can complete the Project on schedule, towards building a modern urban system, meeting development requirements in the new phase.
