According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 26, the center of storm No. 10 was in the central Philippines, with the strongest winds of level 11, gusting to level 14, moving rapidly into the East Sea and tending to strengthen.
The Hue City Party Committee requires localities to strictly implement the "4 on-site" motto, reviewing all plans to respond to natural disasters, especially strong storms, heavy rain, flash floods, and landslides. 40 communes and wards have updated detailed scenarios for relocating more than 10,000 households with nearly 33,000 people in vulnerable areas, coastal areas, and lagoons.

Regarding boats, the whole province has 1,122 vehicles with more than 8,000 workers at sea that have safely anchored.
