On December 19, the Khanh Hoa Provincial People's Council announced that it had passed a resolution regulating the collection rate of 0 VND for some types of fees and charges under the decision-making authority of the Provincial People's Council when performing online administrative procedures.
Previously, the People's Committee of Khanh Hoa province submitted a proposal to the Provincial People's Council to issue a policy of collecting 0 VND for some types of fees and charges, ensuring compliance with current legal regulations and the Government's policy on promoting digital transformation in state management activities.
According to the People's Committee of Khanh Hoa province, the application of the 0 VND fee for online administrative procedures aims to encourage people and businesses to increase the use of online public services.
Thereby contributing to promoting digital transformation, administrative reform, reducing time, travel costs and social costs in the process of handling procedures.
The list of fees and charges applied at the rate of 0 VND when performing administrative procedures through online public services is quite diverse, including many fields such as land, environment, water resources, construction, business and labor.
Fees with a fee of 0 VND include: Fee for recruiting and recognizing mother trees, leading trees, forestry and seedling gardens; fee for temporary use of roadways and sidewalks; fee for appraisal of certificate of eligibility for business activities of sports facilities and professional sports clubs.

These are fees for appraisal of environmental impact assessment reports; fees for appraisal of environmental improvement and restoration plans; fees for appraisal of environmental licensing granting, re-issuance, and adjustment fees; fees for appraisal of projects, exploration reports, appraisal of reserves, exploitation, and use of groundwater; fees for appraisal of records and conditions for underground water drilling; fees for appraisal of projects for exploitation and use of surface water and seawater.
In the land sector, people and businesses who carry out online procedures will be exempted from appraisal fees for granting land use right certificates; fees for exploiting and using land documents; fees for providing information on secured transactions using land use rights, assets attached to land; fees for registering secured transactions.
In addition, the resolution also stipulates the fee of 0 VND for some types of fees such as: civil status fee; labor license fee for foreigners working in Vietnam; fee for granting certificates of land use rights, house ownership rights and assets attached to land; construction permit fee; business registration fee when performing online administrative procedures.
Regarding the funding source for implementing the resolution, the budget of Khanh Hoa province will support fee collection organizations to cover the cost of service provision and fee collection for online public services. This budget is arranged in the budget regular expenditure estimate according to the decentralization of the State Budget Law.
The issuance of a policy of freeing many online administrative procedures is expected to create more motivation for people and businesses to access and use online public services, contributing to building a modern, transparent and efficient administration in Khanh Hoa.
