On November 25, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, member of the National Committee on Vietnamese Youth - had a working session with the People's Committee of Thanh Hoa province on youth startups in the period of 2021 - 2024.
According to the People's Committee of Thanh Hoa province, the province currently has over 1 million young people, accounting for nearly 30% of the population and nearly 50% of the province's labor force.
In the period of 2021-2024, implementing policies and laws on youth startups and youth startup ecosystems, the whole province has 2 organizations to support and promote startups; there are 2 startup investment funds.
Also during this period, the whole province had 260 young creative start-up businesses; there were nearly 3,600 start-up ideas of young people.
To promote youth start-up activities, the People's Committee of Thanh Hoa province has developed and issued policies to promote start-up activities in general and start-up activities for youth in particular. The Standing Committee of the Provincial Youth Union has focused on directing the enhancement of responsibility and role of grassroots youth union officials; developing annual plans to accompany and support local youth in starting a business.
Provincial departments, branches and sectors also coordinate with the Provincial Youth Union Standing Committee to actively advise and implement programs, projects and models to support production development for youth.
However, according to the survey, the whole province still has nearly 35,000 young people without stable jobs. Up to 70% of the models focus on the agricultural sector. In general, the models are small in scale, not paying attention to design, promotion, development and branding; youth start-up and career projects do not have much modern technology content and low competitiveness.
At the working session, members of the Working Group of the National Committee on Vietnamese Youth pointed out a number of limitations in the implementation of policies and laws on youth startups in Thanh Hoa province.
According to many delegates, Thanh Hoa is a province with many potentials and advantages. The province's startup ecosystem is very rich with forests, seas, plains, midlands, and a large number of young workers, but in reality, in reports as well as in practice, there are not many outstanding youth startup models.
Therefore, Thanh Hoa needs to clearly identify key focuses, support and promote the implementation of successful models. In addition, it is necessary to clarify specific mechanisms on capital, land funds, support mechanisms for young people to start businesses, especially policies for young workers returning home...
In discussions with the working delegation, representatives of the Provincial Youth Union and leaders of departments and agencies of Thanh Hoa province provided more information on models, policies and support results, and job creation for young people. However, the contents of the discussions were still general and unclear.
Speaking at the meeting, Mr. Dau Thanh Tung - Vice Chairman of Thanh Hoa Provincial People's Committee - requested relevant departments, agencies and sectors to receive comments from members of the Working Group to supplement and complete the report. Based on the contents of the meeting, the Provincial People's Committee will continue to direct the re-evaluation of the results of youth start-up activities, as a basis for implementing specific tasks in the next phase.
Concluding the meeting, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, member of the National Committee on Vietnamese Youth - acknowledged the outstanding results in building startup models for youth in Thanh Hoa province.
“However, compared to the potential, requirements and needs, it is still not met because Thanh Hoa is a land with great economic and cultural potential. Thanh Hoa people are studious and highly determined, but the start-up results of young people have not been as expected,” commented Mr. Ngo Duy Hieu.
Mr. Ngo Duy Hieu suggested that all levels of sectors, especially the Provincial Youth Union and the Thanh Hoa Provincial Youth Union, continue to communicate and promote start-up activities among young people, creating a spirit of labor, production and creativity to promote the common development of society.
According to Mr. Ngo Duy Hieu, the Provincial Youth Union must determine its proactive role in advising and proposing programs and projects and proactively implementing, promoting communication, clarifying models and projects to create strong influence among young people.
"We should form a business model to help young people start their own businesses because they are the ones with experience, lighting the fire, and inspiring young people to start their own businesses" - Mr. Ngo Duy Hieu suggested.
In addition, it is necessary to enhance the responsibility of departments, branches and localities in concretizing the province's startup projects. Strengthen dialogue activities between authorities at all levels with businesses and youth to remove obstacles and bottlenecks that reality poses.
