According to data from the Department of Registration, Ministry of Transport, the country currently has over 60 million motorbikes, accounting for over 90% of all vehicles. According to statistics from the World Atlas website, Vietnam is the second country in the world in terms of the percentage of households using motorbikes (86%), just behind Thailand (87%).
To control emissions from motorbikes and scooters, recently, many authorities and localities have conducted research and proposed solutions.
Most recently, the Hanoi Department of Natural Resources and Environment has proposed that in the 2024-2025 period, Hanoi will pilot emission inspection for motorbikes used for 5 years or more, with a frequency of once a year, and may consider labeling to distinguish them. From 2026, motorbikes used for 3-5 years or more may have to undergo periodic emission inspection.
Article 42 of the Law on Road Traffic Order and Safety (TTATGT) stipulates the technical safety and environmental protection (ATKT & BVMT) of motor vehicles and specialized motorbikes participating in road traffic, stating: Inspection of motorbikes and mopeds only includes emission inspection. Thus, from the time this Law takes effect, motorbikes and mopeds will have to undergo emission inspection.
However, according to the leader of the Vietnam Register, from January 1, 2025, emission inspections will not be carried out on all motorbikes. The inspection will start from the time specified by the Government.
The roadmap for motorcycle emission testing will be implemented according to the Law on Environmental Protection, and will be carried out at emission testing facilities that meet national technical standards.
However, before implementation, there must be necessary and sufficient conditions. When implementing, it must be done so as not to disrupt people's lives, not to waste time, not to complicate matters...
Besides, propaganda work must pay special attention to how to raise people's awareness, so that each person clearly understands the purpose, solutions and methods to raise awareness of environmental protection.
