According to a source of the Labor Newspaper reporter, on August 9, 2024, the leaders of Duc Hiep Commune People's Committee submitted a complaint to the police against Mr. H.V.N - the former Chairman of Duc Hiep Commune People's Committee and several related units for signing a contract to implement land survey and adjustment, serving the task of adjusting changes and issuing land use right certificates for the project of consolidating and re-arranging land plots and renovating agricultural fields in contravention of the law, causing serious consequences.
According to the leaders of Duc Hiep Commune People's Committee, in the contract, the parties agreed to issue land use right certificates for 1,086 land plots, but only 391 plots have been implemented. However, the file has been completed and the parties have paid the source of funding according to the contract. Currently, there are 695 files that have not been issued land use right certificates for the people, but have been faked to pay off.
The leaders of Duc Hiep Commune People's Committee stated that the total amount of money that the representative of the investor (Duc Hiep Commune People's Committee) has paid to the contractors is over 483 million dong. This has caused serious consequences, causing hundreds of households to be upset for 7 years due to not receiving their land use right certificates. They have petitioned many times, causing public order and safety to be disrupted on the commune's territory.
The district directs the handling
Regarding the case, on July 31, 2024, Mộ Đức District People's Committee organized a meeting between the parties to find a solution. According to the conclusion at the meeting, Mr. Ngô Văn Thanh - Deputy Chairman of Mộ Đức District People's Committee - stated that the task of land survey and issuance of land use right certificates for the people on the territory of Duc Hiep Commune still exists and needs to be addressed. Currently, there are 695 land plots that have been declared but have not been issued land use right certificates for the people. The data on area and survey between the agencies and units have not been consistent. Many households have not declared additional information, affecting the completion of the file to be submitted to the competent authority for approval and issuance of land use right certificates.
Mr. Ngô Văn Thanh stated that the main cause of these existing issues is that the leaders of Duc Hiep Commune People's Committee have not been deeply involved and decisive in leadership and direction; have not been meticulous in signing contracts with the Department of Land Registration and Cadastre of Quang Ngai Province, Thuận Thành Company Limited for Technical Survey and Construction at contract number 02/2017/HĐ-VPĐK&TT, contract number 43A/2018- VPĐK&TT; the coordination between the agencies, units, and localities has not been tight.
The leaders of Mộ Đức District People's Committee requested the Party Committee and Duc Hiep Commune People's Committee to address the existing issues in the task of issuing land use right certificates after land consolidation and re-arrangement on the territory of Duc Hiep Commune from 2015 to 2020. Promptly coordinate with the Department of Land Registration and Cadastre of Quang Ngai Province - Mộ Đức Branch to review, supplement, and complete 478 files (already declared), submit to the competent authority for approval and issuance of land use right certificates before August 20, 2024.
Mr. Ngô Văn Thanh also directed the Department of Natural Resources and Environment to coordinate with Duc Hiep Commune People's Committee, Department of Land Registration and Cadastre of Quang Ngai Province, and Department of Land Registration and Cadastre of Quang Ngai Province - Mộ Đức Branch to advise the District People's Committee on specific solutions to address the existing issues related to the issuance of land use right certificates after land consolidation and re-arrangement on the territory of Duc Hiep Commune from 2015 to 2020, ensuring completion in 2024.
