Identify violations
After Lao Dong Newspaper's reflection about many trucks carrying sand from the Dong Hoi Culture and Sports Center project pouring into people's houses, reporters continued to be present in this area to record the situation.
On December 26th, in the project area, there was no longer a scene of trucks entering and leaving bustlingly. The sand yard area within the construction site no longer recorded sand excavation and transportation activities outside.
On the road next to the project, a woman is spraying and washing the road surface to push away the thick layer of sand dust after a long time of truck traffic. This activity takes place during the day, contributing to reducing the dusty situation that once made people living around angry.
According to records, the area around the project has become quieter, no longer the scene of trucks tailing each other entering and leaving the construction site.
Representatives of the Dong Hoi Land Fund Investment, Construction and Development Project Management Board said that immediately after Lao Dong Newspaper reflected, the unit sent officials to the scene to conduct a field inspection.
Through inspection, representatives of Luong Phuc Construction Investment Co., Ltd. (a subcontractor of Viet Tien Construction Co., Ltd.) confirmed that the incident occurred as reflected by Lao Dong Newspaper.
On that basis, the Dong Hoi Land Fund Investment and Construction Project Management Board made a working record with Luong Phuc Construction Investment Co., Ltd., requesting to immediately stop removing leveling materials from the project scope.
Coordinate handling of violations
At the same time, the Management Board issued documents to companies that are implementing the project, including: Duc Thang Construction Co., Ltd.; Viet Tien Construction Co., Ltd. and Luong Phuc Construction Investment Co., Ltd.
According to the Dong Hoi Land Fund Investment, Construction and Development Project Management Board, ground leveling construction must be carried out in accordance with the scope, altitude, and volume according to the approved design documents. The Management Board requests the above 3 companies to only be allowed to use soil and sand materials to serve leveling with legal origin, approved by the investor.
The Management Board also strictly prohibits Duc Thang Construction Co., Ltd.; Viet Tien Construction Co., Ltd. and Luong Phuc Construction Investment Co., Ltd. from arbitrarily buying, selling, and transporting leveling materials outside during construction. In case of violation, the contractor must be fully responsible before the law according to the signed contract terms and current regulations.
Also according to the representative of the Management Board, the compensation and site clearance work of the project has been completed, meeting the conditions to continue deploying leveling the remaining locations according to the design.
This unit said it will coordinate with relevant functional forces to strengthen inspection and supervision of the construction process, in order to ensure the use of filling materials for the right purpose, in accordance with legal regulations, and to prevent the recurrence of sand transportation outside the project.
At the same time, the Management Board will coordinate with functional agencies to handle the recent violations according to regulations.
Previously, Lao Dong Newspaper reflected the situation of many trucks taking sand to level from the Dong Hoi Cultural and Sports Center project, transporting it through many central roads and then pouring it into people's houses, causing dust, affecting the lives and environment of people in the surrounding area.
The Dong Hoi Culture and Sports Center project was started in 2022. The initial total investment was 100 billion VND, then adjusted to 170 billion VND. Completion time ends in 2025.
After adjustment, the project has a changed investment scale in the direction of building a 500-seat cultural house, grounds, parking lots, and at the same time supplementing technical infrastructure and equipment to serve operations. Public investment capital belongs to the budget of Dong Hoi City (old).
