Completing the removal of 334,234 temporary and dilapidated houses nationwide
On the morning of December 27, the 11th National Patriotic Emulation Congress with the theme: "Emulating innovation, creativity, accelerating breakthroughs, bringing the country into an era of strong, civilized, and prosperous development" officially opened at the National Convention Center, Hanoi Capital.
According to the Central Emulation and Commendation Council, imbued with President Ho Chi Minh's patriotic emulation ideology, implementing his teachings "Patriotic emulation is for one's own benefit, for one's family's benefit and for the village, country, and nation", "The more difficult, the more emulation must be done", in the past 5 years, under the leadership and direction of the Party and State, the Central Emulation and Commendation Council, with the theme "Unity, creativity, emulation to build and protect the Fatherland", patriotic emulation movements have developed deeply, with many innovations in content, form and organization methods.
Emulation movements have brought practical efficiency in all fields, creating strong motivation, encouraging and motivating people from all walks of life to enthusiastically emulation, successfully implementing socio-economic development goals and tasks, ensuring national defense and security, expanding foreign relations and promoting the strength of national great unity; making important contributions to the great and historically significant achievements of the country in 40 years of implementing the renovation cause, contributing to making "our country never have had the foundation, potential, position and international prestige it has today".
In the past 5 years, the Prime Minister and Chairman of the Central Emulation and Commendation Council have launched and implemented 9 emulation movements nationwide.
One of the movements that has been effectively implemented is "The whole country joins hands to eliminate temporary and dilapidated houses in 2025". Responding to the emulation movement, with the message "Millions of loving hearts - Thousands of happy homes", the Central Committee of the Vietnam Fatherland Front calls on agencies, businesses, organizations, collectives, individuals in the country and Vietnamese people abroad to actively participate in supporting the emulation movement, and at the same time recognize and appreciate all kind hearts and noble gestures for the happiness of those who are still facing many difficulties.
Under the leadership of the Party, the involvement of the entire political system, levels, sectors, localities and the entire people, the Government has established the Central Steering Committee, closely coordinating with the active companionship of the Vietnam Fatherland Front and socio-political organizations, mobilizing associations, unions, business communities, philanthropists, compatriots, comrades, and soldiers nationwide to join hands, unite to contribute to implementing the emulation movement with the highest results. With drastic direction, high determination, great efforts, continuously closely following the actual situation, requiring rapid deployment, shortening the progress, the Prime Minister has continuously adjusted the time to complete the target and has completed it 4 months ahead of the initial target (from December 31, 2025 adjusted to before August 31, the content of removing temporary houses for people with meritorious services has been completed before July 27, 2025).
Only after 1 year and 4 months of launching the emulation movement and after more than 10 months of launching the campaign "450 days and nights of peak period to eliminate temporary and dilapidated houses in 2025", the Central Steering Committee, ministries, branches, and localities conducted a lightning campaign, mobilizing over 24.7 trillion VND (of which people contributed and mobilized socialized resources accounting for nearly half with nearly 12.3 trillion VND), supporting more than 2.7 million working days with more than 454,000 participants, completing the elimination of 334.234 temporary and dilapidated houses nationwide.
By August 26, 2025, basically completing the goal of the program to eliminate temporary and dilapidated houses nationwide.
The emulation movement has seen the emergence of many collectives and individuals with particularly outstanding achievements, many models and good practices... That is the proactiveness and activeness of the Army and Police forces, corporations, state-owned corporations; Vietnam General Confederation of Labor, Vietnam Women's Union, Vietnam Veterans Association...
The special emulation movement "The whole country unites, joins hands, and unites to emulation in preventing and combating and winning the COVID-19 pandemic" has strongly awakened the spirit of national great unity, highly promoting the will of self-reliance, self-strengthening, creativity, and flexibility in organization and implementation. Many new models and good practices have emerged from practice such as: "3 on the spot", "1 road, 2 destinations", "rice ATM", "Oxygen ATM", "0-dong Supermarket", "0-dong Meal", "safe green area" model, multi-layer treatment tower, "3-layer" isolation model...; along with thousands of golden hearts and beautiful actions spread throughout the country. In particular, the North has supported and assisted Ho Chi Minh City and southern provinces in the most difficult times, showing solidarity, affection, "all for the Southern region".
Thanks to the solidarity and determination of the entire nation, Vietnam has successfully controlled the COVID-19 pandemic, becoming one of the "going behind but going ahead", quickly recovering, opening up, and developing socio-economics; and is recognized and highly appreciated by the international community for its leadership and administration capacity, community awareness and humane and compassionate spirit of the Vietnamese nation.
Many outstanding collectives and individuals appear
The movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, combating waste" and the peak emulation period "500 days and nights to complete 3,000 km of expressway" achieved positive results.
Key projects are being urgently deployed, ensuring safety, technical, aesthetic and quality. The socio-economic infrastructure system has made breakthrough developments: At the end of 2025, the whole country completed 3,245 km of highways, 1,711 km of coastal roads, many important and large-scale transport projects were basically completed, exceeding schedule such as: North-South expressway in the East; take-off and landing routes and rolling stock, terminals T2, T3 at Noi Bai International Airport, Tan Son Nhat; items and construction works of Long Thanh International Airport phase 1. Many large infrastructure projects such as 500kV circuit 3 Quang Trach (Quang Binh) - Pho Noi (Hung Yen), 500kV Lao Cai - Vinh Yen power line, Nhon Trach Power Plant... were completed rapidly.
In the past 5 years, from patriotic emulation movements, many typical and outstanding collectives and individuals have emerged, many advanced examples in the fields of politics, economy, science and technology, education, health, culture, society, defense, security, foreign affairs...
There are still many other emulation movements that have brought practical efficiency in all fields.
In the past 5 years, the rate of commendation for people directly involved in labor, production, work, and combat under the authority of ministries, departments, branches, and provinces accounted for about 70% (an increase of more than 20% compared to the period 2016 - 2020).
At the 11th National Patriotic Emulation Congress, there were 2,025 delegates who were outstanding advanced examples in all fields, Labor Hero, People's Armed Forces Hero, Teachers, Doctors, Artists, Artisans (People, Meritorious), National Emulation Soldiers, representatives of collectives and individuals awarded the Ho Chi Minh Prize, State Prize, representatives of collectives and individuals with outstanding achievements in patriotic emulation movements commended by the Party and State in the past 5 years.
Main targets of emulation and commendation work in the period 2026-2030:
- Annually, 100% of central ministries, departments, branches, and mass organizations, provinces and cities directly under the Central Government organize emulation launching right from the beginning of the year with practical, breakthrough content, innovating methods and measures of implementation to successfully complete the goals and targets in the spirit of the Resolution of the 14th National Party Congress.
- 100% of ministries, departments, branches, central mass organizations, provinces and cities directly under the Central Government issue criteria and standards on advanced typical examples suitable for each industry, field, locality, agency, and unit.
- 100% of ministries, departments, branches, central mass organizations, provinces and cities directly under the Central Government issue regulations taking the results of emulation and commendation work implementation as an annual quality evaluation and classification criterion of Party committees, Party organizations and leadership and management collectives.
- Improving the quality and rate of commendation for employees, direct labor, production, work, and combat:
+ For emulation titles, forms of commendation under the authority of ministries and provincial levels reaching a rate of 70% or more;
+ For emulation titles, the form of state-level commendation reaches a rate of 10% or more.
