Businesses are hasty, disregarding regulations

As the leading locality in the country in aquaculture, exploitation and seafood processing, Ca Mau has attracted many projects in the field of processing and treating by-products for many years. However, the results of the province's recent inspection showed that some investors have created barriers when they have not fully complied with legal regulations.

Typically, the Seafood Processing Plant Project of Huynh Thong Import-Export Seafood Processing Co., Ltd. in Luong The Tran commune was identified as building items without a construction permit. Construction without completing legal procedures not only violates the Construction Law but also creates the risk of having to adjust and supplement dossiers, prolonging project progress.

At the Hoa Trung Seafood Processing Plant Project, Hoa Trung Import-Export Seafood Processing Joint Stock Company still has many shortcomings in the investment process.

Although the factory has been operating and has changed scale many times, the enterprise has not carried out procedures to adjust construction planning and project adjustments according to regulations. According to the inspection agency, the change in the current status of the project but not completing legal documents makes the project lack a basis for reviewing, managing and carrying out subsequent procedures.

The Vinh Nghi Commercial Seafood Purchasing and Processing Factory project has been prolonged for many years due to the investor's many times of supplementing and amending land records. Shortcomings in the process of completing procedures slowed down the processing progress, causing the project to continue to be in the group of backlogs.

The inspection conclusion shows that many businesses tend to want to deploy production and business soon but have not paid enough attention to legal procedures on land, construction and investment, leading to a vicious cycle of supplementing dossiers and waiting for existing handling.

Authorities slow to remove obstacles

If violations from businesses slow down project progress, then delays in handling administrative procedures will become the cause of many projects continuing to be prolonged.

One of the typical cases is the Seafood Subproduct Processing Plant Project of Vietnam Green Joint Stock Company.

According to Inspection Conclusion No. 41/KL-TT dated June 8, 2026, by the time of inspection, the project had not yet been allocated land or leased land on the ground for investment deployment. The cause was determined to stem from the slow implementation of land price determination procedures and completion of relevant legal steps.

The slow determination of land prices makes it impossible for businesses to fulfill financial obligations, and at the same time, there is no basis to be allocated land or leased land according to regulations. As a result, the project has not been implemented for many years even though the investment policy has been approved.

Not only that, the work of monitoring and updating project data encounters difficulties, obstacles and reveals many inadequacies. Some projects of Blue Bay Seafood Co., Ltd., Vietnam Food Joint Stock Company and Thinh Long Biochemical Engineering Co., Ltd. have had land procedures resolved in advance, but still appear in the list of backlog and obstacle projects.

Clearing procedures, promoting the operation of aquaculture projects

One of the notable contents from the inspection conclusions is the request to review the legal status of projects being monitored on the 751 Data System - the system for managing projects and works facing difficulties and obstacles in the province. Through inspection, some projects, although land procedures have been resolved, are still updated in the list of backlogs and obstacles.

The Inspectorate of Ca Mau province proposed that the Chairman of the Provincial People's Committee direct specialized agencies to review and remove the projects of Blue Bay Seafood Co., Ltd. and Vietnam Food Joint Stock Company from the list of problematic cases on Data System 751.

For Huynh Thong Import-Export Seafood Processing Co., Ltd., the enterprise is required to urgently complete legal documents to be granted a construction permit according to regulations. Meanwhile, Hoa Trung Import-Export Seafood Processing Joint Stock Company must adjust the construction plan and adjust the investment project to suit the current status of the factory that has been expanded through many stages.

For Thuan Duc Import-Export Trading Co., Ltd., functional agencies are assigned to guide businesses to complete procedures related to land use rights for the area arising in the process of receiving auctioned assets.

The inspection agency also proposed that the Chairman of the Provincial People's Committee direct the review and draw experience for collectives and individuals related to the slow implementation of land price determination procedures at the Seafood Subproduct Processing Plant Project of Vietnam Green Joint Stock Company.

According to assessments from inspection conclusions, most of the fisheries projects facing difficulties can continue to be implemented if land, construction and investment procedures are resolved in a timely manner.
