According to the provisions of Article 3 of Circular 1/2026/TT-BNV, the salary ranking for people recruited into civil servants who have received salaries according to professional and nghiệp vụ salary scales (Table 2, Table 3) issued together with Decree 204/2004/ND-CP (amended and supplemented) will be implemented according to a number of specific principles.
These regulations apply to cases that have been ranked for salary in state agencies and non-business units before being recruited for civil servant positions.
Ranked equal if same salary coefficient
In case the person recruited for the job position has a civil servant rank with a salary grade coefficient similar to the current coefficient, they will be ranked equal to the salary grade.
At the same time, employees continue to retain the percentage of seniority allowance exceeding the frame (if any) and the time for considering salary grade promotion next time is also calculated from the old rank.
The time to enjoy the new salary level is calculated from the date of signing the salary ranking decision according to the recruited job position.
Ranked by the nearest salary coefficient if different rank
In case of recruitment for a job position with a civil servant rank with a salary grade coefficient different from the previous one, salary ranking will be based on the current hưởng coefficient to be ranked as the nearest coefficient in the new rank, which may be higher or lower.
If employees have not yet received the seniority allowance exceeding the frame, the time for considering salary grade promotion next time will be determined depending on the difference between the new salary coefficient and the old coefficient.
Specifically, if the new salary coefficient is higher and the difference is equal to or greater than the difference between the two adjacent salary grades in the old rank, the promotion consideration time is calculated from the date of signing the new salary ranking decision. If the difference is smaller, the promotion consideration time is calculated from the date of enjoying the salary coefficient in the old rank.
In case ranked as the lowest salary coefficient nearest, the next salary grade promotion consideration time is calculated from the time of enjoying the salary coefficient in the old rank.
For people who are receiving seniority allowances beyond the frame, salary ranking will be based on the total salary coefficient plus seniority allowances beyond the frame they are receiving to determine the nearest coefficient in the new rank.
Cases where the salary coefficient is higher than the final rank of the rank
If the current salary coefficient, or the total salary coefficient plus seniority allowance exceeds the frame, is higher than the coefficient at the final level of the ranked civil servant, the employee will be ranked at the final level of that rank.
The remaining difference will be preserved in the form of a preserved difference coefficient to ensure that the total income is not lower than the previously enjoyed level.
This difference coefficient is enjoyed throughout the time holding the civil servant rank. When the civil servant is transferred to a job position with a higher rank, the reserved coefficient will be added to the current salary coefficient to rank salary in the new rank and terminate the enjoyment of the reserved difference coefficient.
