The types of waste thrown down the drain are usually household waste such as: plastic bags of all kinds, plastic bottles, styrofoam boxes, sand, rocks, bottle pieces...

Regarding administrative penalties, the current act of littering by some small restaurants, causing blockage in sewers, will be subject to administrative penalties according to the provisions of Decree 121/2013/ND-CP. A fine from 1,000,000 to 2,000,000 VND will be imposed for dumping soil, rocks, materials, and garbage into rivers, lakes, canals, ditches, manholes, sewers, and drainage ditches to obstruct the flow. Fine from 2,000,000 to 4,000,000 VND if toxic substances are discharged into the public drainage system; violating regulations on safety protection of drainage systems.
In addition, the People's Committee of districts, wards and communes has the function of inspecting and sanctioning. However, the handling in the districts is still small, mainly concentrated in the central districts, so it is not enough to deter.
