Quang Ninh - If project investors do not plant replacement forests themselves, they will have to pay large sums of money, especially for mangrove forests, for local authorities to replant forests.

Quang Ninh Provincial People's Committee has just issued a decision on the unit price for reforestation when converting forest use to other purposes in the province.

The above unit prices apply to agencies, organizations, households, individuals, and communities with activities related to replacement forest planting when converting forest use to other purposes in case the project owner does not plant replacement forests himself.

Accordingly, the unit price of 1 hectare of replacement forestation on mangrove land is 547,238,000 VND, while the unit price of 1 hectare of replacement forestation on mountainous land is 269,431,000 VND.

Thus, the latest replacement forest planting price has increased sharply compared to the price issued by the People's Committee of Quang Ninh province in June 2024, respectively: 463,017,000 VND/ha for replacement forest planting on mangrove land and 208,488,000 VND/ha for replacement forest planting on mountainous land.

According to Clause 1, Article 21 of the 2027 Forestry Law, project owners who are allocated or leased land and change the purpose of forest use to another purpose must plant replacement forests equal to the area of ​​forest whose purpose of use has been changed for planted forests, and equal to 3 times the area of ​​forest whose purpose of use has been changed for natural forests.

Previously, when converting forest use to other purposes, project owners had to plant replacement forests themselves, but later, project owners could pay money into the provincial forest protection and development fund so that the locality could arrange replacement forest planting.

According to some project owners who have applied to change the purpose of forest use to another purpose, reforestation is not easy for businesses without expertise in forest planting, especially for mangrove forests.

Therefore, submitting money to the forest protection and development fund so that localities can arrange replacement forest planting is the most optimal solution.
