The Lang Son Provincial Sports Complex Project (including the Central Stadium and Multi-purpose Gymnasium) was approved by the Provincial People's Committee in Decision No. 2218 dated December 10, 2024, with a total investment of more than 500 billion VND. The investor is the Lang Son Provincial Construction Investment Project Management Board.
According to Lao Dong's research, in mid-June 2025, the EC mixed-use package (including geological surveys, construction drawing designs, total estimates, construction works, equipment installation of athletes' housing works, sports facilities, technical infrastructure, training ground systems, auxiliary works and traffic safety assurance, including 10% of contingency costs) has selected a contractor. However, to date, the project has not been able to start construction as originally planned on June 30, 2025.
The report of the Provincial Construction Investment Project Management Board shows that the project's progress is being delayed mainly due to the prolonged completion of investment procedures. Accordingly, the time to prepare, appraise and approve the feasibility study report as well as the contractor selection plan takes up to 1 year and 3 months.
In addition, site clearance work also faces many difficulties. There are still 30 plots of land with unidentified owners, although they have been listed in residential areas and the headquarters of the People's Committee at the commune level, but no one has come to confirm.

Of the 161 households within the project scope, only 100 households have declared their land and have only completed the measurement and counting of architectural objects and crops for 40 households.
Responding to the reason for the delay, Vice Chairman of Lang Son Provincial People's Committee Duong Xuan Huyen said that the project was approved by the Provincial People's Council in November 2021, but it was not until April 2024 that the People's Committee of Lang Son City (old) approved the detailed planning at a scale of 1/500, which is a mandatory step before implementing the next procedures.
"The time to adjust and approve the detailed planning takes nearly 3 years. Meanwhile, the remaining procedures according to regulations must be carried out within less than 1 year. Although the units have tried very hard, up to now, the project is still nearly 6 months behind schedule," said Mr. Huyen.
Regarding disbursement, as of July 14, 2025, the project has disbursed 57.5 billion VND. It is expected that in the third quarter of 2025, an additional VND 170 billion will be disbursed.
The Provincial People's Committee aims to complete 100% of site clearance by the end of 2025 and disburse 230/330 billion VND. The remaining capital (VND100 billion) will be transferred to 2026 for further implementation.
Regarding the responsibility for causing the key project to be behind schedule, the leader of the Provincial People's Committee affirmed: "The first responsibility belongs to the old Lang Son City People's Committee. In addition, the Provincial Construction Investment Project Management Board - the investor - also lacks determination in organizing implementation."
Site clearance is being accelerated, especially in the area of Dong Kinh ward. The units are committed to completing the entire site clearance stage in 2025 to speed up the progress of the project".
According to the project documents, the construction site is in Mai Pha commune, Lang Son city. The land use area of the project is 29 hectares, implementing the construction of 11 main works:
About 11.7 hectares of the project area are 7 works, including: Multi-purpose gymnasium, athlete housing, sports training room, football training ground, outdoor sports field, wastewater treatment plant, transformer station.
About 17.3 hectares of the remaining 4 projects are being implemented, including: Central Stadium, expert housing, square, parking lot.
The project is being implemented with the goal of building a sports complex into a complex of works to meet the development requirements of the province, and at the same time replace the seriously degraded Dong Kinh Stadium.
