On July 15, within the framework of the fifth session (regular mid-2026 session), the 17th Hanoi City People's Council, term 2026-2031, held a question-and-answer session.
At the question-and-answer session, delegate of the City People's Council Hoang Thi Thu Phuong (Delegation No. 1) said that through the supervision of the City People's Council, delegates noted that many educational institutions, especially in suburban areas, still do not fully meet the conditions for kitchens, dining halls, semi-boarding meal areas as well as equipment to serve students. This is a major difficulty in the process of implementing policies throughout the city if there are no synchronous solutions.
From the above reality, the delegate requested the City People's Committee to clarify the number of primary schools eligible for semi-boarding meal support, the number of schools that have and do not yet have sufficient facilities, and areas that are still difficult; and at the same time state the roadmap, solutions and deadlines for completing the upgrade, ensuring that all educational institutions are qualified to organize semi-boarding according to regulations.
Answering this content, Vice Chairman of the City People's Committee Vu Thu Ha said that Hanoi will implement two models suitable to the actual conditions of each educational institution. For schools that meet the conditions for facilities and are licensed, the school will organize on-site cooking. For schools that do not meet the conditions or do not have enough conditions to organize kitchens, the city will implement a model of using ready-to-eat meals provided by professional units that meet food safety conditions.
According to the Vice Chairman of the City People's Committee, the City Food Safety Steering Committee has issued full criteria and conditions to select catering units to ensure quality and food safety.
In addition, to overcome the shortcomings in the management of school meals in the past time, Hanoi has built a centralized data system to serve management and supervision, including 5 groups of content.
First, build electronic nutrition records for students. Second, manage food suppliers and trace their origin. Third, control food safety in the digital environment through the application of digital signatures and AI cameras. Fourth, build an application for parents to look up and monitor the entire process of organizing semi-boarding meals. Fifth, build an information system to serve management and direction.
The Vice Chairman of the City People's Committee affirmed that all guidelines, projects and implementation organization models have been completed.
Immediately after the City People's Council approves the Resolution on supporting semi-boarding meals at this session, the City People's Committee will issue documents to implement, and at the same time, synchronously implement the solutions built to ensure the organization of safe and nutritious semi-boarding meals, contributing to improving the physical strength and stature of Hanoi students according to the objectives of Resolution No. 71 of the Politburo on breakthroughs in education and training development.
The Vice Chairman of the City People's Committee wished the City People's Council, all levels of government, voters and people of the Capital to continue to accompany and strengthen supervision, contributing to the city's good implementation of food safety assurance, taking care of people's health, especially for students.
