According to the Resolution of the Thanh Hoa Provincial People's Council on the policy of arranging commune-level administrative units of the province in 2025, the locality will establish 166 communes and wards on the basis of merging 547 communes, wards and towns in 26 district-level administrative units.

For Thanh Hoa City, 47 communes and wards will be arranged (part of the area and population of Quang Cat ward will be merged into Sam Son city) and two communes Thieu Giao and Tan Chau (belonging to Thieu Hoa district) to establish 7 wards including: Hac Thanh, Quang Phu, Dong Son, Dong Quang, Nguyet Vien, Dong Tien, Ham Rong.
It is known that after the merger, Hac Thanh ward (the central ward of Thanh Hoa City) has a population of 197,142 people, on an area of about 24.63 km². Hac Thanh Ward was established on the basis of entering the status quo of 10 central wards of Thanh Hoa City, including: Truong Thi, Phu Son, Dien Bien, Lam Son, Ba Dinh, Ngoc Trao, Dong Son, Dong Huong, Dong Hai and Phu Son, the same area and population from the two wards of Dong Ve and Dong Tho.
The headquarters of Hac Thanh Ward after the merger will be located at the current headquarters of Thanh Hoa Provincial People's Committee (No. 35, Le Loi Avenue), while the headquarters of Thanh Hoa Provincial People's Committee will be moved to the current working location of Thanh Hoa City Party Committee, People's Council, and People's Committee, after the district-level administrative unit is dissolved.
