The Ministry of Home Affairs has focused on advising the Steering Committee on the implementation of tasks related to the summary of Resolution No. 18-NQ/TW.

On the basis of the Law on Organization of the Government approved by the National Assembly at the 9th unusual meeting, the XV National Assembly, submitted to the Prime Minister the Prime Minister promulgating the Decision to promulgate the Plan for implementing tasks and solutions on promoting decentralization and decentralization in accordance with the Law on Organization of the Government and the Law on Organization of the local government.

Agree on the policy of organizing local government at 2 levels: Provincial level (province, centrally run city), commune level (commune, ward, special zone under province, city); end the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect;

Agree to the number of provincial administrative units after the merger of 34 provinces and cities (28 provinces and 6 cities directly under the Central Government); The name and political - administrative center of the provincial administrative unit after arranging are determined according to the principles mentioned in the report and scheme of the Government Party Committee;

Agree to merge commune-level administrative units to ensure the whole country reduces about 60-70% of the number of commune-level administrative units compared to the present (currently there are 10,035 commune-level administrative units).

Regarding the progress of administrative unit arrangement, Mr. Phan Trung Tuan shared that localities have basically completed the development of a project to arrange provincial-level administrative units (52 provincial and municipal administrative units must be arranged). The projects to reorganize commune-level administrative units in each locality have also been basically completed.

"Up to today, we have received 20 dossiers of the Project on arranging and merging provincial and commune-level administrative units of 20 localities" - Mr. Tuan said and added that the Ministry of Home Affairs is urgently working through the April 30 and May 1 holidays to ensure the set progress.

According to Mr. Tuan, it is expected that before May 10, the Ministry of Home Affairs will submit to the Government the Project on arranging and merging provincial and commune-level administrative units nationwide and before May 15, the Ministry of Home Affairs will submit to the National Assembly and the National Assembly Standing Committee for consideration and decision.
