With a length of 950m passing through the ancient Nhan Chinh village area with a complex land history, long-standing residents, involving about 700 households, this is considered the most difficult "bottleneck" to resolve, lasting for more than 20 years. However, in just over 4 months, the entire site has been handed over without any coercion and no complaints have arisen.
The key to this success stems from the point of view consistently implemented by the Party Committee right from December 2025 "propaganda and mobilization work must go first, go along and go to the end"; the direct leadership role of the Party Committee is maximized when actively participating early, firmly grasping the local situation and being responsible to the end for the results of leadership and direction in organizing implementation.
This is also the consistent spirit identified by the City Party Committee and Hanoi City People's Committee in Directive No. 36-CT/TU, dated November 28, 2024 of the Standing Committee of the Hanoi City Party Committee and Plan No. 123-KH/UBND, dated May 5, 2025 on Implementing Directive No. 36-CT/TU on Promoting mass mobilization in planning work; compensation, support, and resettlement when the State recovers land in Hanoi City.
Propaganda and mobilization to "go one step ahead
Identifying site clearance as the top priority political task, Thanh Xuan Ward Party Committee issued Specialized Resolution No. 11-NQ/DU, dated December 11, 2025 to unify the will and actions of the entire political system. Clearly recognizing the meaning and importance of the task, the Ward Party Committee developed a Plan to propagate and mobilize people to carry out site clearance work with clear content, roadmap, and progress.
In which, clearly defining propaganda and mass mobilization work must go first, go along and go to the end. If people want to agree, information must be public, transparent, easy to understand, listen fully, promptly resolve legitimate petitions and provide practical support in the process of moving and stabilizing life.
Propaganda does not stop at general slogans but is concretized by publicizing and making transparent project dossiers, planning, and compensation plans. The ward has organized dozens of conferences to listen to people's opinions, attracting hundreds of people to attend to disseminate the purpose of the project, compensation policies, resettlement support, exchange and dialogue on policies, and draft compensation plans.
By bringing official information to the people through the loudspeaker system, billboards, leaflets and especially information channels using modern social networks such as Fanpage "Thanh Xuan Ngay Moi", Zalo, TikTok "Thanhxuanngaymoi", the ward political system has helped people clearly identify their rights and responsibilities, eliminate false rumors that cause confusion and anxiety in the community.
Immediately after the meeting at the City Party Committee chaired by the Secretary of the City Party Committee on project implementation, according to Notice No. 117-TB/TU dated December 13, 2025 of the City Party Committee, the Ward Steering Committee did not wait but proactively reported and proposed to the city to consider allocating temporary housing funds and resettlement land for people in the GPMB area to implement the project - that is the spirit of practical observation, not only persuading people to accept what they have but also daring to propose and report to best ensure the legitimate rights of the people.
Propaganda and mobilization to "go together" - deeply into the area, sincere dialogue
When entering the implementation phase, propaganda and mobilization work has shifted to "accompanying" each actual development in the residential area. The ward has established 6 propaganda and mobilization working groups directly headed by members of the Standing Committee of the Party Committee, members are grassroots political system officials, implementing the motto "going to each alley, knocking on each door, meeting each person, grasping each case"; taking advantage of evenings, Saturdays, Sundays, and holidays to directly contact, grasp the ideological situation of the people, and listen to the thoughts of the people.
Difficult dossiers and problems about the origin of land formed over many decades are not only resolved by administrative documents, but also by understanding and sharing. The Secretary of the Party Committee and Chairman of the Ward People's Committee personally chaired nearly 20 direct dialogues with households, and persistently analyzed and persuaded based on the law and the actual situation and characteristics of each dossier.
The "going along" viewpoint is also shown in the "Land Clearance Operation Office" model on the 5th floor of the ward headquarters, where hundreds of people are mobilized to work throughout holidays, holidays, and Tet to handle arising problems within 24 hours.
Here, the spirit of "6 clarity" (clear people, clear tasks, clear time, clear products, clear responsibilities, clear authority) is seriously implemented, creating confidence for people that all their legitimate rights are being respected and protected by the government.
In addition, pay attention to the active participation of the Vietnam Fatherland Front and socio-political organizations of the ward. Through the system of the People's Ward Front Work Committee, two-way information channels are maintained regularly, helping to promptly reflect the thoughts and legitimate aspirations of the people to the Party committees and authorities; and at the same time provide official and complete information about policies and guidelines, limiting the emergence of hot spots.
Propaganda and mobilization "go to the end" - humanity in action, peace for the people after site handover
What makes the difference of Thanh Xuan ward is the "going to the end" spirit of propaganda and mobilization of the people. Propaganda and mobilization work does not stop right when people sign the handover minutes, but continues until people stabilize their lives in the new place of residence.
The Site Clearance Steering Committee established 4 Mobile Teams chaired by the Ward Military Command, supporting nearly 100 households to clean up and move property to new residences regardless of rain or shine, early morning or late night with a total of nearly 300 working days.
During the Lunar New Year, 30 households in difficult circumstances were given gifts with a total value of 45 million VND; on May 15, 2026, the ward continued to award 63 support packages worth 315 million VND to families of people with meritorious services and households under social protection.
Throughout the demolition construction sites, signs "Respectfully thank the people for handing over the site" were erected, along with a thank-you letter from the political system sent to households, organizations, and individuals within the project scope posted on the Fanpage, the Electronic Information Page of the ward - a simple but sincere gratitude from the political system to the contribution of the people for the common good.
Although the site clearance work is being implemented very drastically by the ward in terms of progress, it is not because of that that there is a lack of concern and sharing with the circumstances of each household and people.
At the compensation and resettlement support payment room, the ward arranges tea tables, coffee, snacks, and invites banks to support savings on the spot, payment time is up to 8 pm every day and later if there is registration from people. This is recognized and highly appreciated by people for its convenience and timeliness.
As of May 18, 2026, Thanh Xuan ward has spent about 9 billion VND on progress bonuses for 346 cases of handing over land on time; temporary housing support of nearly 12.5 billion VND for 198 cases.
Even after people handed over the site, the ward directed 6 demolition working groups to take over the site and organize demolition to be implemented according to the motto "do as far as possible, thoroughly as possible" to maintain safety for the people, security and order, environmental sanitation and promptly serve the construction progress, minimizing the impact on people's lives.
The Steering Committee continues to firmly grasp the situation, promptly resolve post-GPMB recommendations, and commit to ensuring that the lottery and resettlement arrangement are carried out publicly, transparently, and to the right beneficiaries, with the desire to ensure that the living conditions of people affected by GPMB are "equal", or even "better" than their old residence.
Lessons about the grassroots government model "Discipline - Humanity - For the People
The practical work of site clearance at the Ring Road 2.5 project section passing through Thanh Xuan ward is a clear proof of the effectiveness of the 2-level government model close to the people, close to the people; and at the same time contributes to affirming sustainable success when the Party Committee directly leads, the leader dares to commit, puts the interests of the People first and foremost, and flexibly applies propaganda and mass mobilization into practice, then all bottlenecks that seem most difficult are removed.
It can be affirmed that the methodical and creative application of propaganda and mobilization work for people in Thanh Xuan ward contributed to the success of the Ring Road 2.5 Site Clearance Project.
For Thanh Xuan ward, the Ring Road 2.5 project is not only a vital traffic route, connecting traffic in the southwest gateway area, but also seems to have become a symbol of consensus, a "road of faith" - where "the political system accompanies, people agree" creates a brilliant mark in propaganda and mass mobilization in the new context.
