On July 24, information from the People's Committee of Thanh Hoa province said that the province had issued a document agreeing to allow the Irrigation Investment and Construction Management Board 3 (Ministry of Agriculture and Environment) to operate the discharge of floodwater from Cua Dat reservoir.

Specifically, the spillway start time is from 4:00 p.m. on July 24, with the total downstream discharge expected to be from 300 m3/s to 1,500 m3/s (including the flow through the factory). The flow can be adjusted to increase or decrease depending on the amount of water flowing into the lake, in order to maintain the water level not exceeding+10 m, complying with the Inter-reservoir operation procedure in the Ma River basin issued under Decision No. 214/QD-TTg dated February 13, 2018 of the Prime Minister.
The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province requires that before operating the flood discharge, the Director of the Irrigation Investment and Construction Management Board 3 must notify relevant agencies and units such as: Standing Office of the Provincial Steering Committee for Disaster Prevention, National Center for Hydro-Meteorological Forecasting, Northern Hydro-Meteorological Station, companies related to hydropower and irrigation, as well as authorities and people in the downstream area to proactively take preventive measures.
At the same time as the flood discharge from Cua Dat Lake, Xuan Minh Lake will also operate to regulate the flow rate without exceeding the amount of water to the lake. When the water level reaches normal water level, the lake will regulate with a discharge flow equivalent to the amount of water entering the lake.
In case of loss of communication, failure to receive an operating order or unusual situations, the Directors of the management units of Cua Dat Lake, Xuan Minh Lake and Song Chu Lake have the right to proactively decide on the operation in accordance with the regulations in the Inter-reservoir Operation Procedure, and must immediately deploy timely response measures.
