Applying the "silence is consent" mechanism when the time limit for seeking opinions is exceeded
Vice Chairman of Hanoi People's Committee Truong Viet Dung has just signed and issued a Plan on deploying the 100-day peak period to implement key tasks on digital transformation of Hanoi City.
The key objective of the plan is to form a common database system of the city, including: Data that is not guaranteed to be "correct, sufficient, clean, and alive" and has not been connected, shared and reused effectively; information systems and digital platforms are still scattered and have not promoted common use efficiency; the quality of providing full online public services and accelerating the progress of deployment and disbursement of digital transformation tasks.
Within 100 days from the date of promulgation of the plan, the city will synchronously deploy many key task groups. In which, the city will clean up, migrate, integrate, and standardize the essential and key data group on the city's shared data warehouse.
Focus on the "45 days" peak on completing the national land database according to Directive No. 05/CT-TTg dated February 13, 2025 of the Prime Minister.
General review, inventory, and assessment of the current status of software and information systems being used; classify and propose plans to retain, integrate, stop, merge or replace with a shared platform.
Build and deploy a user identity verification system for information systems, software, and city-wide shared databases - IDP.
Integrating HanoiWork Digital Workspace with document management systems of 4 agency axes in the political system, ensuring seamless data and reducing user operations.
Regarding administrative procedure reform, the city will choose procedures with high frequency of occurrence to redesign the process in the direction of simplification, reducing 50% of processing time and 50% of dossier components; 100% of administrative procedures for businesses are provided online, of which 80% are implemented online for the entire process and all dossiers of businesses are received online.
The city also deploys 100% of full online dossiers for the group of transaction procedures secured by land use rights and assets attached to land; pilots exemption of construction permits for detached houses in 126 communes and wards and applies the "silent agreement" mechanism when the time limit for collecting opinions for inter-sectoral administrative procedures is exceeded.
Deploying the model of digital villages and residential groups
In the field of digital economic development, the goal is to promote from 3 to 5 large-scale investment projects with a total capital of about 50,000 billion VND in the fields of digital technology, artificial intelligence, data centers, research and development centers, digital logistics, e-commerce, smart tourism and cultural industry.
At the same time, supporting at least 20 digital technology businesses in Hanoi to expand the export of products and services to the international market.
The plan also focuses on promoting digital transformation for business households, small and medium-sized enterprises, and traditional craft villages.
Accordingly, each commune and ward strives to support at least 30% of business households, small and medium-sized enterprises, and traditional craft villages in the area to implement digital transformation; 100% of household groups with revenue over 1 billion VND use electronic invoices generated from cash registers; expand 5,000 more business households to register to use electronic invoices; 100% of households pay electronic taxes; 100% of rural markets in 126 communes and wards deploy non-cash payments.
Each commune and ward deploys at least 5 streets for cashless business.
In addition, the city will deploy solutions to apply artificial intelligence to support business operations; build a "Hanoi Capital Product Booth" on the e-commerce platform Shopee; support bringing OCOP products and craft village products to e-commerce platforms; organize livestream sessions to promote local products; deploy "Hanoi Digital Promotion Month"; pilot 2 creative night economy models and develop at least 10 digital tourist spots associated with local product consumption.
Some other key tasks include deploying the model of digital villages and residential groups in about 2,729 villages and residential groups in the area; deploying the HanoiCheck system at 100% of educational institutions with semi-boarding kitchens; and at the same time accelerating the allocation and disbursement of funds to implement digital transformation tasks.
