On July 14, the Hanoi City People's Council of the XVII term, 2026-2031, opened its fifth session to consider and decide on many important contents.
Within the framework of the session, delegates discussed in the hall the draft Resolution on key tasks for socio-economic development, ensuring security, national defense and budget revenue and expenditure in the last 6 months of 2026.
Research planning large-scale land funds for concentrated social housing development
Delegate Tran Tho Hien (Delegation No. 20) assessed that the housing sector, especially social housing and rental housing, plays an important role, contributing to the socio-economic development of the city.
However, according to Mr. Hien, the report of the City People's Committee shows that the real estate market has just recovered but is not sustainable, the supply of social housing is still limited, especially the renovation of old apartment buildings still has many problems.
The delegate said that in the past 10 years, although Hanoi has issued many guidelines and policies and identified dangerous apartment buildings that need renovation, the progress of renovation and reconstruction of old apartment buildings is still very slow, with an implementation rate below 10%.
According to the delegate, what is worrying is that many apartment buildings have seriously deteriorated, but people still continue to live there.
The city has applied many measures such as cutting off electricity and water..., but due to livelihood conditions and social security, people are still clinging here. If an incident occurs, it will leave very regrettable consequences" - delegate Hien said.
Mr. Tran Tho Hien proposed that, currently with the Capital Law, it is necessary to focus on removing difficulties and obstacles in renovating old apartment buildings. This both solves housing needs and embellishes the urban appearance.
According to Mr. Hien, Hanoi currently has about 341 projects using non-budget capital and 320 projects using public investment capital that are slow to implement. The city needs to focus on removing obstacles and thoroughly handling slow-implementing investors to release resources for other projects.
In addition, he proposed to accelerate the commencement of 53 social housing and rental housing projects; and at the same time study removing other social housing projects, especially 19 centralized social housing projects, in order to create supply for the market, meet people's needs and promote supporting industries and services.
The delegate also proposed that the city study planning large-scale land funds to concentrate on social housing development, instead of continuing to arrange 20% of the land fund interspersed in each commercial housing project as at present.
Also according to Mr. Hien, the city has a master plan with a 100-year vision. However, for effective implementation, it is necessary to soon complete the zoning plans and related plans, as a basis for detailed planning, creating conditions for localities and investors to implement projects.
He also expressed his agreement with the policy of unblocking credit flows, promoting the effectiveness of loan packages for businesses and people, thereby creating conditions for investors to implement projects and people to have more opportunities to access housing.
Prioritize production and logistics sectors
Delegate To Trung Thanh (Delegation No. 17) said that the digital economy is a new driving force for Hanoi's growth. The delegate emphasized that to develop the digital economy, it is necessary to shift from digitization to restructuring the economy with 3 pillars.
In which, for the digital economy, it is necessary to shift from processing to mastering technology, improving the rate of domestic added value. For the digitization of industries, it is necessary to restructure the value chain based on data and artificial intelligence (AI). Along with that, it is necessary to consider digital governance as the institutional foundation of the digital economy; transition to digital government based on data to reduce compliance costs, improve transparency and efficiency of resource allocation.
Discussing solutions to ensure double-digit growth targets in 2026, delegate Nguyen Van Thang (Delegation No. 19) proposed that the city have solutions to attract and retain workers at enterprises, especially at construction and installation enterprises, high-tech enterprises, FDI enterprises..., and at the same time, build facilities to serve workers.
Meanwhile, delegate Vu Gia Luyen (Delegation No. 13) said that to complete the 2026 growth target, Hanoi cannot just continue to develop in the old way, but needs to create a "new productivity layer" for the economy, in which science and technology play a driving role.
The delegate proposed that the city focus on three key groups of solutions, including: Implementing the program "1,000 businesses increase productivity with technology", prioritizing the fields of production, logistics, trade and services.
